Scrolling is an ease of moving the visual and textual portions of the window both horizontally and vertically. To view consecutive lines of a window/ data on your computer screen people use scrolling. Needless to say, Toshiba uses multi-functionality touchpad, which often get extra features added. If have a Toshiba laptop and its touchpad is not working rightly, but others are working fine, you may simply need to take some steps like adjusting your settings. Restarting your computer or turn it off for a few minutes other methods can interfere temporarily with the touchpad driver or interrupt the scrolling feature. If a simple restart or these methods doesn’t fix your touchpad’s scrolling, you should follow below methods. These methods may vary by your laptop model or operating system.

On your desktop, navigate the mouse to the start button and then Control Panel. Under the Hardware and sound, select Mouse or a similar category. In the mouse window, select the touchpad tab. (That list will show you the options of it, if you have more than one built-in mouse device, in this case, choose Toshiba series and then Hardware tab.) In hardware tab, select your touchpad and click settings. Now, select Properties or Settings or Advanced or the similar option of this utility. Click the check box next to Enable. If it shows more than one option, choose lists. On the lists, click right arrow of scrolling to open its list and select one finger or two finger options as per your convenience. Select enable, to enable the scrolling feature, and then select adjust scrolling region. Drag the scrolling region to categories a larger area of the pad. To make changes, click Ok and close all the other option of windows, and keep clicking until all the opened options are closed. If Toshiba asks you to restart, restart it and the scrolling features should be enabled by now.
