Establish a Vision for the Brisbane City Hall respectful of its place at the heart of civic and community life of the City, ensures ongoing affordable community access, and places City Hall on a long term viable financial footing 2. Investigate opportunities for value enhancement through improved usage and efficiency 3. Develop a Road Map for the Repair and Upgrade of City Hall 4. Ensure that the Heritage of City Hall is protected and conserved CH2010 Recommendation 1 : CH2010 Recommendation 1 Conclusions Significant Symbol of Brisbane Critical Technical inadequacies including building services, structure, fire services and water ingress Occupant (and visitor) safety and building functionality compromised Need to Act - further delays would increase scope, costs and risks Recommendation 1 Brisbane City Hall must be saved and the necessary restoration works undertaken as a matter of Urgency. CH2010 Recommendation 2 : CH2010 Recommendation 2 Conclusion To become financially sustainable, to increase its utilisation ’value’ and to generate revenue for the City, it is necessary to increase the building Gross Floor Area (GFA). Recommendation 2 The available GFA should be increased by: Developing a sensitively designed mezzanine Floor on roof level Give Consideration to (no decision required in Short Term) the development of a low-rise building on Eastern side of KGS CH2010 Recommendation 3 : CH2010 Recommendation 3 Conclusion The City Hall building presents an opportunity to model Environmental Sustainability principles and values in historically significant civic buildings. Recommendation 3 Sustainable building practices and outcomes should be incorporated as an element of City Hall Restoration works - illustrating a ‘World Class’ example of Environmental Sustainability applied in a civic building with heritage significance. CH2010 Recommendation 4 : CH2010 Recommendation 4 Conclusion Significant work (including technical investigations, reports and masterplans) has been undertaken prior to CH2010. This work provides valuable input into development of the scope of the building restoration. Recommendation 4 The technical restoration works identified to date will form the basis in the establishment of the Scope of Building Restoration Works. CH2010 Recommendation 5 : CH2010 Recommendation 5 Conclusions To minimise costs; to allow the necessary flexibility in applying building technologies; to minimise operational disruption and risks to public safety - it is essential that the works are undertaken in a vacated building. It is feasible to plan for and arrange the following over the building ‘shut-down’ period: Alternative accommodation for CH occupants; and Alternative venues for City Hall events (LMO) Recommendation 5 Restoration Works should be undertaken in the shortest possible period, in a vacated building. CH2010 Recommendation 6 : CH2010 Recommendation 6 Conclusions A financially sustainable mix of functional uses for Redeveloped City Hall is feasible comprising: Civic (LM, Chamber, redesigned Cllr Rooms); Commercial (Conferencing and Office areas); Community (RC, 50+, access to Event Rms); and Cultural (MoB - redefined as ‘whole building’). Recommendation 6 A mix of functional uses for City Hall should be adopted to ensure a viable balance between financial sustainability and community service commitment. CH2010 Recommendation 7 : CH2010 Recommendation 7 Conclusions After reviewing a range of procurement approaches, the Managing Contractor form of procurement is considered most advantageous. BCC Team with subject knowledge, experience and expertise is in place to direct the project. External sourcing required for Architectural (incl Heritage), Structural, Bldg Services, Cost Mgt and Programming consultancies. Recommendation 7 Managing Contractor form of Procurement is recommended for the Implementation of this project.
