Incident Response System OVERVIEW Dr. P. VENU MADHAV, MVSc VAS, RAHTC, VISAKHAPATNAM

PowerPoint Presentation:

Incident Response System Introduction India is vulnerable to a large number of natural as well as man-made disasters . . . .

PowerPoint Presentation:

. . . . 58.6 % of the landmass is prone to earthquakes of moderate to very high intensity

PowerPoint Presentation:

. . . . over 40 million hectares (12 per cent of the land) is prone to floods and river erosion

PowerPoint Presentation:

. . . . of the 7,516 kms long coastline, close to 5,700 kms is prone to cyclones and tsunami

PowerPoint Presentation:

. . . . 68 % of the cultivable area is vulnerable to drought

PowerPoint Presentation:

. . . . hilly areas are at risk from landslides and avalanches

PowerPoint Presentation:

. . . . vulnerability to man - made disasters & emergencies of CBRN origin is also on the rise

PowerPoint Presentation:

expanding population environmental degradation unplanned urbanization industrialization . . . . heightened vulnerabilities to disaster risks can be related to

PowerPoint Presentation:

. . . economically & socially weaker sections are more seriously affected . . . . . . sections more likely to bear the brunt are . . . Elderly persons Women & children Physically challenged People with chronic diseases

PowerPoint Presentation:

Management of response in disasters requires to carry out a large number of tasks. Activities depend on nature & type of disaster . Lack of resources, lack of coordination among various agencies & absence of role clarity pose serious challenges.

PowerPoint Presentation:

. . . . . . for smooth & effective response . . . Plan response Train stakeholders No ad-hoc measures Role clarity Composite Team Flexibility

PowerPoint Presentation:

GoI looked at the world’s best practices & adopted the Incident Command System (ICS ) ICS was adapted to Indian context & a revised set of Guidelines were prepared & issued as . . . . National Disaster Management Guidelines called the Incident Response System (IRS )

PowerPoint Presentation:

IRS provides a participatory, well structured, fail safe, multi disciplinary, multi-departmental & systematic approach to guide at all levels of the government. Incident Response System Definition

PowerPoint Presentation:

Every one involved knows What all needs to be done, Who will do it, Where are the resources, & Who is in command Incident Response System Context

PowerPoint Presentation:

Incident Response System Organization IC manages incident through Incident Response Teams (IRTs) in the field Responsible Officers (ROs) at State & District level are overall in charge ROs delegate responsibility to ICs RO IC IRT

PowerPoint Presentation:

Incident Response System Features Management by Objectives Unity & Chain of Command Transfer of Command Organizational Flexibility Span of Control Area Command Unified Command (UC ) Common Terminology Accountability Integrated Communications Resource Management The Incident Action Plan (IAP)

PowerPoint Presentation:

Incident Response System Management by objectives Every incident regardless of its size or complexity should carry out 4 essential steps in IRS. Understand Government policy about relief code, evacuation procedures etc.; Establishment of incident objectives; Selection of appropriate strategies; and Performance of tactical moves

PowerPoint Presentation:

Incident Response System Unity & Chain of Command Unity of Command means that every individual has a designated supervisor . Chain of Command indicates an orderly line of authority within organization. Eliminates conflicting orders Increases accountability , Prevents freelancing, I mproves information flow, & Smooth coordination in efforts .

PowerPoint Presentation:

Incident Response System Transfer of Command May take place when, Incident becomes overwhelming for IC and IRT; More experienced, qualified & Senior officers arrive; Change in command is operationally required; & Normal staff turnover in long or extended incidents .

PowerPoint Presentation:

Incident Response System Transfer of Command Various processes in IRS like Briefing & debriefing Documentation IAP , Assignment list , Details of actions taken, Resources deployed , Resources available Immediate and comprehensive view of the incident status to the new comer

PowerPoint Presentation:

Incident Response System Organizational Flexibility IRS is need based & flexible C omponents of IRS are activated depending upon nature & requirement. Each activated component has a person in charge. Elements that are no longer required should be deactivated to reduce the size & use of resources.

PowerPoint Presentation:

Incident Response System Span of Control Number of elements (Section, Branch or Unit) that one can directly manage effectively . Ideally a supervisor should have 5 elements under his control . If more than 5 or less than 3 elements, changes in the IRS structure should be carried out.

PowerPoint Presentation:

Incident Response System Area Command Area Command is activated . . . Very large number of incidents with multiple IRTs assigned, or Area being isolated because of geographical reasons. Number of administrative jurisdictions are affected. Ensures that conflicts , do not arise amongst deployed responding teams.

PowerPoint Presentation:

Incident Response System Unified Command UC is an integrated , multi-disciplinary organization. When two or more geographical jurisdictions or functionally different Departments are involved. Common IAP, ICP & objectives, under one commander UC is a framework headed by the Governor / LG / CM and assisted by the CS

PowerPoint Presentation:

Incident Response System UC Components Common set of objectives for the entire incident; Collective approach for developing strategies; Improved information flow and inter-agency coordination; Familiarity with responsibilities and constraints of other agencies; Respect for the authority or legal responsibilities of all agencies; Synergy of all agencies for smooth implementation of IAP ; & Avoid duplication of efforts.

PowerPoint Presentation:

Incident Response System Common Terminology Organizational Elements Consistent pattern for each level of organization (e.g., Sections, Branches, Divisions and Units etc.) Position Titles Referred to by specific position titles such as Commander, Officer, Chief, Director , Supervisor , Leader, in-charge etc. Branch The organizational level having functional or geographic responsibility for major segments of incident operations.

PowerPoint Presentation:

Incident Response System Common Terminology Division Divides an incident into geographical area of operations. It is positioned in the IRS organization between the Branch and Groups Group Group consists of different functional teams (Single Resource, Strike Team and Task Force ). Resource Primary resources are meant for the responder & Support resources are for the affected people. Also referred to as Kind (variety) & Type (size)

PowerPoint Presentation:

Incident Response System Accountability Using various forms accountability of personnel & resources are ensured. Makes response absolutely focused & no unsupervised activity. Maintain a complete record of all activities & resources deployed

PowerPoint Presentation:

Incident Briefing ---------------------------- Form 001 Incident Status Summary (ISS ) ---------- Form 002 Unit Log --------------------------------------- Form 003 Record of Performed Activities --------- Form 004 Organization Assignment List ------------ Form 005 Incident Check-in & Deployment List -- Form 006 On Duty Officers List ----------------------- Form 007 Medical Plan ---------------------------------- Form 008 Incident Communication Plan ------------ Form 009 Demobilization Plan ------------------------- Form 010 V arious procedures & forms in IRS are . . .

PowerPoint Presentation:

Incident Response System Integrated Communication Communication within the IRS structure is very important. Networks are based on Size of the incident Complexity of the incident Availability of equipment National Disaster Communication Network (NDCN) - useful in extreme disasters when all existing communication systems have failed

PowerPoint Presentation:

Incident Response System Resource Management Managed & assigned specific terms to indicate employability Resource Status Required Available Assigned Out of service Single Resource Strike Team Task Force

PowerPoint Presentation:

Incident Response System Single Resource Incident Response System Strike Team Incident Response System Task Force

PowerPoint Presentation:

Incident Response System Incident Action Plan Management of every incident needs an action plan & proper briefing of all personnel . IAP provides direction. IAP is written or oral Low & Medium (24-36 hours) - Oral Large (above 36 hours) - Written Adequate early warning – Written Sudden disasters the IC may have to respond immediately & add in IAP subsequently

PowerPoint Presentation:

Verify, Confirm & Notify Initial response & assessment Initial incident Briefing Command Meeting Planning Meeting IAP Preparation IAP Evaluation 1. Activate IRT 2 . Assume command Establish ICP Inform RO Reinforce response 6. Complete IRS form 001 7. Recommend about TC/UC 8. Prioritize objectives 9 . Formulate strategies 10. Determine Tactics 11. Activate IRS structure 12. Assess resource needs 13. Establish staging area 14. Approve IAP 15. Prepare tactical assignment 16. Implementation of IAP 17. Conduct of periodic briefing Incident (sudden or with early warning) - STEPS

PowerPoint Presentation:

Incident Response System Incident Response Teams IRT is a team comprising of all positions of IRS organization IRTs operate at State, District, Sub-Division & Block levels. IRT will respond to all natural and man-made disasters . Lowest administrative unit (Sub-Division, Tehsil or Block) will be the first responder Incident becomes complex & is beyond the control of local IRT, the higher level IRT will assume responsibility

PowerPoint Presentation:

Incident Response System Summary A system of Management by Objectives through IAP. Well defined an organizational structure . Unified Command allows all agencies to jointly develop objectives & strategies . Clear cut process for personnel accountability, resource management , integrated communications and transfer of command.
