Location at which the primary command functions are performed . IC will operate from the ICP. One ICP for each incident. Location of ICP is based on Nature of incident Growing or moving Suitability of size Safety Expected duration Incident Command Post

ICP is located at Head Quarters (State, District , Division , Block). In emergencies, ICP may operate from a vehicle, trailer or tent. But needs adequate lighting, communication system & other facilities for operation. In such cases, IRT may function from a convenient location & ICP must be in constant and regular touch with IRT. Staging Area Area where resources are kept ready for deployment for field operations. Include things like food, vehicles & other materials & equipment. SA will be at a suitable area near the affected site for immediate, effective and quick deployment of resources. More tan one SA if needed. Overall in charge is SAM works with LS & PS

Staging Area School/college grounds , cyclone shelters, community halls, & Panchayat Offices, stadia etc. may be used as SA. In emergencies SA can function from tents or temporary shelters. Open spaces or helipads may be used for air operations School grounds or plain areas serve as parking areas Parking areas must have separate exit & entry to avoid traffic jam

Incident Base All primary services & support activities are located & performed at the Incident base. LS also preferably located at IB. IB management comes under LS . Normally one IB for each incident & shall not be relocated. IB is designated by the incident name. In a IB, a Base Manager will be designated.

The Base Manager in a fully activated IRS organization will be in the Facility Unit of the LS. All uncommitted / out-of-service equipment & personnel are at IB . In locations where incidents occur frequently, pre-designate possible base locations & plan layouts in advance. Incident Base

Camps

Camps Temporary locations well equipped & staffed to provide rest, food, water & sanitary services to the responders. Camps may not be located at the Incident Base. Run several days or they may be moved depending upon needs. Very large incidents have one or more Camps located in strategic areas.

Camps All IRS activities performed at IB may also be performed at camps. Headed by a Camp Manager & are responsible for managing the camp & coordinate activities. Camp manager reports to Facility Unit in the LS or LSC Additional personnel & support assessed by Camp manager. LU may also be located in a camp. Camps designated by geographic name or number.

Relief Camps (RC)

Relief Camps (RC) All support services to affected communities are provided in RCs. Established as per need. Resources needed for RC are provided by LS. RCs are managed by OS. RC will have a Camp Manager. RCs are set up in existing schools, community halls, cyclone shelters, tents, etc. Cleanliness is top priority.

Helibase/Helipad

PowerPoint Presentation:

Helibase/Helipad Parking, fueling & carrying out the maintenance of Helicopters. Helibase often located at airport or at other locations. Used for loading & unloading of relief materials . Helipads are temporary locations for safe landing & take off. The Helibase/Helipad-in-charge will report to the TBD of OS. Helipads are exclusively used for operation purposes only.
