STaR Chart Background In 2006, the Texas Legislature created a new law regarding technology in the classroom. The law stated that all school children must show mastery in technology TEKS by the time they leave the eighth grade.
Legislators called this law the Texas Long Range Plan for Technology
Legislators laid out a four year timeline for the goals to be met, from 2006-2010.
