OBJECTIVES…. To know the relevance of M onitoring and Evaluation in any project/ program or organization. To enable the participants understand the meaning of M&E. To enable participants identify the difference and relationship between Monitoring from Evaluation To be able to differentiate M&E from Documentation. To identify the key elements in M&EMONITORING AND EVALUATION: MONITORING AND EVALUATION MONITORING? Monitoring can be defined as a routine/or continues process of counting and collecting data information of a project/program and analyzing the key indicators while comparing actual findings/results to the stipulated target goal.EVALUATION: EVALUATION Evaluation can be defined as a periodic check or assessment of an ongoing, planned, or completed intervention( activity/project ) in order to determine and estimate it’s relevance, efficiency, effectiveness, impact and means of sustainability… Both monitoring and evaluation work hand in hand in any program/project implementation, this components serves as tools in measuring the whether the project is going towards the stipulated intention.DIFFERENCES BETWEEN M&E: DIFFERENCES BETWEEN M&E Monitoring deals with routine check. It assesses the immediate activity carried out. It deals with physical counting. It tracks movements of indicators towards the achievements of specific, predetermined targets. It uses indicators in analyzing data collected. It often focuses and emphasis on the following… Inputs, process and immediate output. Evaluation deals with periodic check. It assesses the long term or completed program/project. It considers the progress of stipulated goals. It assesses the logic of the initiative and its consequences. It often focuses and emphasis on the outcome and impact .KEY ELEMENTS IN M&E: KEY ELEMENTS IN M&E Indicators: these are tools designed to guide the process of activity carried out and ways of entering them in a comprehensive data, it helps to measure the movement of programs activity in order to obtain the desirable result or intended result. Inputs: these are immediate resources put in place in order for the drawn statement of the project to be implemented and ongoing. This resources could be man power, money, office appliances… etc Process : these is the method or ways that the project is been carried out after implementation, it is simply the kind of activities that are done from the moments of the project commencement. Output : these are the immediate result gotten from the various activities carried out and it can be measured in numbers or percentage. Eg , 35 members of the MSM community attended the Leadership and Management training, 60 percent of people who attended the training are now larders of their cohort group while 35 percent are managing a different projects. Outcome: these can be said as short term or long term achievement of the resources put in place for a program to commence Impact : these can be said as the long term effects of a project intervention on the intended target population. It is mostly gotten after the process of Evaluation has been carried out.COMMPLIMENTARY ROLES OF M&E: COMMPLIMENTARY ROLES OF M&E It clarifies the program objectives. It brings or links the program activities and their resources to its stipulated objectives Routinely collects data on the indicators It reports progress to manager It translate objectives into performance. Check and analyzes why intended results were or were not met/achieved. Examines implementation process. It provides lessons. It states out significant accomplishment. It generate program potentials. It offers recommendation for program improvements.IMPORTANCE OF MEASURING RESULT.: IMPORTANCE OF MEASURING RESULT. The following bellow are powers of measuring data or results…. Measuring helps to tell the percentage of success from failure. Measuring enables one to tell whether there is a need to reward. Measuring tells if the rate of failure is higher to success. It helps to learn from weaknesses and perform better. If you remit results, you can loose public support.DATA QUALITY…: DATA QUALITY… The following are characteristics of ensuring quality data. ACCURACY: data entry most be accurate and consistence in occurrence. CLARITY: all the components consisting the data must be understandable to any user at every given time. REDUNDANCY: the same data can not be stored or kept in more than one place. DATA TYPE: all data most be entered according to the type of data required by the system.
