In fact, in 1978, the Senegalese government has enacted the Hospital performance management Act whose results are questioned by Senegalese people and experts. So, to go further in the study, the following research question has been defined: “Does strategic planning in conjunction with performance indicators improve healthcare efficiency in Senegal?” To answer to that question, the study is based on a hypothesis explained below. “Strategic in conjunction with performance indicator improve healthcare efficiency in Senegal”.
