Events During his first term as President Land Act of 1800 Louisiana Purchase in 1803, when he used the implied powers to annex a huge foreign territory and all its French and Indian inhabitants. Appointed James Monroe envoy extraordinary to France and sent him to Paris in 1803 to buy the city of New Orleans.
