The Internet is often seen as a value-neutral tool that potentially allows individuals to overcome the constraints of traditional elitist spaces and gain unhindered access to learning. It is widely suggested that online technologies can help address issues of educational equity and social exclusion, and open up democratic and accessible educational opportunities. The national governments and non-governmental agencies who fund educational endeavours in developing countries have advocated the use of new technologies to reduce the cost of reaching and educating large numbers of children and adults who are currently missing out on education.

The Adult Distance Education and Training Centre( ADETRC) of the General Secretariat of Adult Education( GSAE) has been established in order to reach more target groups of learners and to promote the principle of lifelong e-learning, especially in the periphery of Greece. Courses and Programs are designed having in mind the idea ofto give students the flexibility to study wherever they want, in their homes and workplaces(( Siasiakos,K et al, 2007)

Unlike regular on campus students, distance learners access educational services and support from a convenient place away from four walled classrooms. Personal Contact Programmes and a few doubt clearing sessions get distance learners clarified certain points. Is it enough? Certainly not. It is commonly perceived that no book can replace class room teaching. Teachers’ talk within classroom brings a wide range of enriched learning experiences and enables students to integrate/construct knowledge. Let’s examine what are the cahracteristics of distance learners?

For them, education is defined as communication between distance education institution and distance learners. Communication encircles a variety of modes and forms to facilitate learning--- counseling, guidance, instructions, course material, and PCP. More effective and efficient the communication are, more meaningful success is noticed. Therefore, the dawn of 21 st century witnessing billions of students pursuing education through distance mode.

What so ever the structure of the material, they all fall within the category of self learning material. Teachers’ talks are written/presented in lucid manner( interactive mode) and each individual distance learner’s learning needs are well addressed.
