1. PEI PNP Express Entry

through this stream of Prince Edward Island PNP Program.
There are specific requirements for both the employer and the employee and those must be met for further processing of the application under PEI
PNP.
Minimum Requirements for Applicants:
An employer must pay attention to the following eligibility criteria to support an employee for immigration in the Skilled Worker Stream of the Labour
Impact Category.
The applicants must:
Be aged between 21 and 59 years
Possess a full-time and long-term at least two years job offer from a PEI employer in a skilled position NOC 0 A or B level
Own a valid work permit if presently employed by a PEI employer
Possess a legal status in their country of residence
Give an interview in PEI if asked for
Possess at least a two-year post-secondary degree or diploma
Possess a minimum of two years of regular full-time work experience in the past five years
Illustrate sufficient funds to settle in PEI
Showcase a genuine intention to become established in PEI and
Showcase adequate English and French abilities to perform the job in PEI.
The candidate language proficiency can be verified by one of the following:
An IEL TS CELPIP or TEF test result showing a minimum band score of 4.0 obtained in the last two years
Declaration of language ability from the employer offering the job or
Educational or training documents from an internationally recognized institution indicating that the principal language of study or
communication was English or French.

The PEI employer must ensure the following:
The employment offer to the applicant is full-time and permanent or long-term minimum two years
The employment must be consistent with the applicant’s ability to perform the job based on education training and experience
The terms and conditions of work must meet federal and provincial standards and industry wage rates
The employment does not contradict any current bargaining agreements or employment disagreement
The employment must be located in PEI

The foreign skilled worker’s license to perform the job is verified if applicable
The employer offers an employment contract
Appropriate Settlement support is provided to the applicant and his/her dependents
A Labour Market Impact Assessment LMIA is submitted if applicable
Proper Documentation is provided to showcase an effort to recruit qualified Canadians for the position and

Showcase a language test result from a designated testing agency showing a minimum score of Canadian Language Benchmark CLB 4
across all four categories listening reading writing speaking obtained in the last two years.
Designated testing agencies include:
IEL TS General Training T est only for English
CELPIP General test just for English or
TEF for French.

as those of the employer for the skilled worker stream.

C. International Graduate Stream
International Graduate Stream is the third Sub-Categories under Labor Impact Category of Prince Edward Island PNP Program.
This category of the PEI PNP is also an employer-driven segment and more like a placement drive for students studying in PEI.
This program allows employers to select candidates from approved and affiliated universities and colleges of Prince Edward Island.
The employers then hire the eligible candidates and help them with their immigration to Canada through PEI PNP.
Following are the bare minimum pre-requisites for applicants under the international graduate stream of the labor impact category of Prince Edward
Island PNP Program.
The applicant must :
Be between 21 and 55 years old
Receive a full-time permanent job offer in their field of study from a PEI employer in a skilled position NOC 0 A or B level
Have worked at least six months for the PEI employer
Possess a legal status in Canada
Have a valid post-graduate work permit
Attend an interview in PEI if required
Have finished a minimum two-year diploma or a degree during the full-time education course

Possess sufficient funds to settle successfully in PEI and

Labor Impact Category is the Third Immigration Categories of Prince Edward Island PNP Program.

A. 100 Ownership Stream:
100 Ownership Stream is the first Sub-Categories under Business Impact Category of Prince Edward Island PNP Program.
If any investors are willing to purchase and invest in an existing business in the Prince Edward Island Province of Canada then this category is
appropriate for them. Such investors shall have to assume full ownership of the company and manage it on a regular basis as well.
Following are the Pre-requisites for this category the applicant must :
Be in the age group of 21 and 59 years
Possess a minimum net worth of CAD 600000 acquired through legal and legitimate sources
Have finished minimum high-school level of education
Have transferable management skills and past employment
Score at-least of 4.0 on an IEL TS English test within the last two years
Show a detailed business plan for 100 percent ownership of the business
Showcase active and ongoing management of the company from within PEI
Make a minimum investment of CAD 150000 into a new or existing PEI owned and operated the business.
Sign an escrow agreement containing stipulations on a deposit of 200000 which will be held by the province until the terms of the deal are
met and
B. Partial Ownership Stream:
Partial Ownership Stream is the Second Sub-Categories under Business Impact Category of Prince Edward Island PNP Program.
Only entrepreneurs who are willing to take over at least 30 ownership of existing companies and firms in PEI through financial investment and
assistance in everyday operations are eligible to apply for immigration via this segment.
All following eligibility criteria must be met applicants must:
Be at least 21 and at most 59 years of age
Own at least a high-school level of education or equivalent
Have transferable management skills and past employment
Score a bare minimum of 4.0 on an IEL TS English test within the last two years
Possess and showcase a detailed business plan for partial ownership of the business
Have active and ongoing management of the company from within PEI
Possess a minimum net worth of CAD 600000 acquired through legal and legitimate sources
Sign an escrow agreement containing stipulations on a deposit of CAD 200000 which will be held by the province until the terms of the deal
are met and
Make a minimum investment of CAD 150000 in a PEI business for a partial ownership interest of at least 33.33 percent one-third of voting
shares or make a minimum CAD 1000000 investment in the company.

C. Work Permit Stream
Work Permit Stream is the third Sub-Categories under Business Impact Category of Prince Edward Island PNP Program.
This stream is for individuals who wish to set-up a new business in PEI on a temporary work permit and evaluate the growth opportunities for their
business before deciding for permanent residency in Canada.
They may also discuss with existing business and plan to invest in them. Please note the temporary work permit necessary for this stream is issued
by Immigration Refugees and Citizenship Canada IRCC and not the PEI PNP.
For applicants to be eligible under the Work Permit Stream Prince Edward Island PNP Program they must:
Submit an application to IRCC for approval of the work permit for the PEI business that they intend to manage
Possess a minimum net worth of CAD 600000 acquired through legal and legitimate sources
Have a minimum of aa high-school level of education or equivalent
Have transferable management skills and past employment
Have a minimum score of 4.0 on an IEL TS English test within the last two years
Offer a detailed business plan for full or partial ownership of the PEI business
Possess active and ongoing management of the company from within PEI
Sign a Performance Agreement containing stipulations on the business investment that must be satisfied to proceed with the nomination and
Make a minimum investment of CAD 150000 in a new or existing PEI business.
D. Priority Streams:
Priority Streams is the fourth Sub-Categories under Business Impact Category of Prince Edward Island PNP Program.
Prince Edward Island does not want to neglect its core industries that have been contributing to the economic growth of the province.
It has thus limited the nominations and is offering preference to the following only :
Creation or expansion of an export-oriented business
A business that uses primary sector resources from the fishery agriculture or forestry sectors
A company that assists to diversify the rural communities in PEI economically.
Activities that lead to the growth of PEI’s emerging innovative areas: bio-science information technology aerospace and renewable
energy
E. Business Eligibility:
Business Eligibility is the fifth Sub-Categories under Business Impact Category of Prince Edward Island PNP Program.

This category is only for businesses that generate revenue from the sale and purchase of goods and services. Those businesses that primarily aim at
deriving investment income real estate operations loan investment companies and other non-active investment are excluded from this category of
PEI PNP.
Applicants must be able to showcase the business plan with all desired documents and credentials that are needed for business operations to be
eligible and apply for immigration to Canada through this category.
For any business to be eligible under the Business Impact Category it must:
Be a profit-making corporation incorporated under the Canada Business Corporations Act or the Companies Act of PEI
Operate for the primary purpose of making a profit from active income stream through the provision of products and services
Be in a good position with the province on all debts and obligations
Maintain corporate headquarters in PEI
Maintain a ‘permanent establishment’ in PEI
Be liable to pay the income tax on taxable income
Have good potential for commercial viability
Agree to be a part of the evaluation process of the program which makes it necessary for the business to report to the Office of Immigration
for up to five years
Be willing to develop and submit a sale and purchase agreement or agreement of investment for the Business applicant to be approved
Sign a declaration document clearly stating that it acknowledges the IRPA Regulations it will hold the Province harmless and it has sought
professional advice legal accounting tax etc on the transaction it is entering into
Obtain accounting/finance risk assessment tax legal or other advice as mandatory to exercise the due diligence in selecting and investing
Possess assets with a minimum book value of CAD 150000 which are actively used for the business
A business will also be considered if it has assets with a fair market value of CAD 150000 as valued by a certified appraiser or if it has
received a valuation for its business from a professional accountant stating a value greater than CAD 150000.
Have the potential to manifest significant economic benefits to PEI and
Any business selling a portion of equity to an applicant i.e. under the Partial Ownership Stream must have also incurred a total of CAD
60000 in wages and net income and showcase the ability to sustain an applicant’s salary.
