Premium member Presentation Transcript Language Acquisition for Non-English Speakers : Language Acquisition for Non-English Speakers A different approach to Bilingual Education Historical Background : Historical Background The United States has a history of different ethnic background The need for unified language is not new Unethical ways have been used to gain “unity.” Irish and German Native Americans Orientals Latin American (Nation of Nations) Slide 3: One-sided History tied in with Racism Indians are refuse Irish are drunkards Mexicans are criminals Germans are Nazis Japanese are spies Slide 4: Latino-Americans Raza Movement 1968 Bilingual Education Act: An implementation of the the 1964 Civil Rights Act (Crawford, 2002) 1974 Lau vs. Nichols: (IA1a Lau vs. Nichols) made after a Court decision that forcing to learn English was a violation of that person’s civil rights. 1981 Appeal to Castañeda vs. Pickard case- ruled a three-part assessment The bilingual education program must be “based on sound educational theory.” The program must be “implemented effectively with resources for personnel, instructional materials, and space.” After a trial period, the program must be proven effective in overcoming language barriers/handicaps. Against Bilingual Ed. : Against Bilingual Ed. Lack of National Unity English Education is not guaranteed (no way really is) A tendency to stick to what is comfortable, and that means sticking to 1st language. Although unethical in a way, it has shown us some potential in Proposition 227. After the first year it was implemented, a whopping 56% improvement on English. (However, it never made anymore improvements) Slide 8: Indiana Funding towards Bilingual Education In California, $45 dollars are spent on each child for Bilingual Education, yet the cost per child is nearly 45% higher in California, as well as general expenditures are also much higher in California. -In Texas, a mean of $250 is spent on children for Bilingual Education. Why? In Texas, there are full communities in which speak Spanish and only Spanish, therefore Bilingual Education is a must.
