Slide 4: 

Small Hydro is a state government subject and hence state government allots the sites. Site may be ready with investigations, report or may not be with any data. Sites are allotted to private sector on MOU(advertisement based by state government through nodal agency) or allotment is done through transparent bidding process. All SHPs are dealt and approved techno-economical at state level. Implementation agreement, power purchase agreement is drawn between IPP and state utility. State Electricty Regulatory Commission approves the price. Environment clearance not required for projects below and upto 25 MW. PROCEDURE FOR SHP DEVELOPMENT

The private sector participation came into existence through: Amendment to The Electricity (Supply) Act 1948,in 1991 to open generation to private sector and establishment of RLDCs. Amendment in 1998 to provide for private sector participation in transmission, and also provision relating to transmission Utilities. HISTORY

Private sector units can set up hydel projects of any size. Private sector entrepreneurs can set up enterprises,either,as licensees or generating companies. Generating companies can now set up one or more generating stations and offer to sell electricity to the grid. The generating company,will sell power to SEBs on the basis of agreement ,and,at tariff,based on parameters applicable,to generating companies. HIGHLIGHTS

CONTD….. Up to 100% foreign equity participation,can be permitted for projects set up for foreign private investors in the Indian electricity sector. Licensee companies will be granted licenses of a longer duration of 30 years in the first instance and subsequent renewals of 20 years.

The joint ventures comprises of PSUs/SEBs and the domestic and/or foreign private enterprises. The joint venture company is an independent legal entity to be registered under the Companies Act and would act as an independent developer. The power from JV hydel projects will be purchased by the PTC proposed to be formed with equity participation from Govt./CPSUs/FIs.
