Why Smoke Free Delhi Article 39 and 47 of the Constitution of India: Duty of Govt. to raise the level of standard of living and to improve the health of its citizens. Clean air to breath is the fundamental right of every citizen Article 21 the Constitution of India : no body can harm other people to express their liberty. The duty of welfare state to protect citizens from all type of harmful exposures like Second Hand Smoke.
