Due to the strategic importance of telecommunications, PTA is introducing Pakistan in the international arena as one of the modern states in the field of telecommunications. PTA is undertaking institutional reforms to provide better opportunities to the investors. Pakistan Telecom Authority endeavors to introduce competitive operators on fair grounds and protecting consumer interests. Increase service choice for customers of telecommunication services at competitive and affordable rates. Promote infrastructure development, especially infrastructure that will increase teledensity and the spread of telecommunication services in all market segments (including voice, data and cellular etc). Increase private investment in the telecommunication sector and encourage local telecom manufacturing / service industry. Recognizing the challenge to incumbent, minimize exposure to the Government’s revenue base in the short term. Accelerate expansion of telecommunication infrastructure to extend telecommunication services to un-served and under-served areas. Policy Objectives to Maintain a Competitive Market: : Policy Objectives to Maintain a Competitive Market: Maintain an effective and well defined regulatory regime that is consistent with international best practices. Promptly investigating allegations of anti-competitive conduct and taking remedial measures against such conduct. Maintain consistency with Pakistan’s IT and Internet promotion policy of low prices for bandwidth to make Internet access affordable. Safeguard Pakistan’s national and security interests. Licensees who are not SMPs will not be subjected to any tariff regulations. It may be noted that competitive telecom market may result in differential regional prices as against current uniform rates for various fixed line services across the country. GROWTH IN TELECOMMUNICATION SECTOR: : GROWTH IN TELECOMMUNICATION SECTOR: Increased choice for customers of cellular mobile services at competitive and affordable price An effective and well defined regulatory regime that is consistent with international best practices According to PTA released numbers, the total mobile subscribers crossed 96 million. During the 2006- 07, the revenue of mobile industry was Rupees 133 billion and increase of 48% from the previous year The 4.12 billion US dollars of foreign investment poured in the telecom industry in the past year has been a major driver of this growth. Getting public opinion on matters relating to tariffs of PTCL, cable TV and quality of mobile phone service. To check the QoS of card pay phone, mobile phone, internet service providers and PTCL, survey was conducted by PTA. The results and ratings accordingly were published in the national press. This year 75 licenses were issued for value added telecommunication services . PTA established a Complaint Cell this year PTA entertained almost 3000 complaints this year. PTA conducted 3 quality of service survey of ISPs Dealership license requirement for wireless equipment supply abolished PTA Achievements 2003-04: : PTA Achievements 2003-04: Fastest, transparent and fair deregulation of telecom Mobile sector exhibit growth of 108% in year 2003-04 Two new Cellular Mobile Licenses awarded to M/s Telenor and Warid telecom Spectrum auctioned for WLL to 23 companies through open bidding Activation charges on new mobile connections reduced by 50%. 141 licenses for value added services and 84 licenses issued for radio based services. Rs. 1,292,000 fined to 1476 Card Payphone PCOs for tariff violations PTA Achievements 2003-04: : PTA Achievements 2003-04: PTA received and disposed of 5659 complaints Mobile Cellular Service Operators and PTCL directed to improve their Quality of Service Total card pay phones in Pakistan reached 184669. Mobile phones allowed as PCOs in rural areas where fixed line is not available. Tariff of fixed line reduced drastically, line rent by 33%, NWD calls by 7.2%, Air time (from mobile) by 8%, CPP charges (fixed to mobile) by 12.5%. Show cause notices issued to Mobilink and Ufone Received, disposed, inspections and surveys held by PTA. Total Teledensity of Pakistan reached 11.9% in June 2005 showing a growth of 88% over the last year Increase in the number of mobile subscribers. The outgoing mobile airtime tariffs are reduced. Total fixed line working connections reached 5.2 million by the end of June 2005. More than 2.1 million internet subscribers in Pakistan. Total Teledensity of Pakistan reached 26.19% in June 2006. Increase in the number of mobile subscribers. 21 out of 28 Districts of Baluchistan covered with mobile or wireless networks. Development of standards. PTA Achievements 2006-07: : PTA Achievements 2006-07: During 2006-07 total telecom revenue was Rs 236 billion. Overall teledensity of Pakistan reached 52.8% in December 2007 Telecom companies have invested over US$ 8 billion during the last four years. During 2006-07 the revenue of mobile industry was Rs.133 billion, an increase of 48% from pervious year. China Mobile investment is US$ 704 million during 2006-07 for expansion of CMPak networks. Up to December 2007 cellular subscribers in Pakistan reached 76.6 million. On average 2.3 million subscribers were added every month during 2006-07. Today mobile network coverage is reaching to almost 90% of the total population. The telecom sector received above US$ 1.8 billion FDI, 35% of the total FDI. Total number of Internet subscribers crossed 3.5 million and total number of users crossed 17 million marks in 2007. Mobile Number Portability (MNP) Launched by PTA: : Mobile Number Portability (MNP) Launched by PTA: PTA has launched Mobile Number Portability (MNP) in Pakistan, It started from 26th March 2007. It is very easy to switch to any other network now retaining your same number. You have to go to the service centre of the Network u want to switch and on normal new SIM charges (Rs 100 or 150) u will get a new SIM of that Network with exactly having our old number with the previous network code. Its requirement is that U must have at least 60 days old Subscription to your previous network. U can switch again to another network after 60 days. The situation gets more competitive because users are now free to switch between services and the operators are now more conscious about their valued customers from switching into another service. Hence the providers are now introducing more innovative services and along with good Quality of Service to make their customers avoiding switching to another hence resulting in a more better competition. PTA Pushes SIM Data Verification : PTA Pushes SIM Data Verification Pakistan Telecommunication Authority (PTA) had started investigation and corrective measures to combat fraudulent and fake SIMs with cooperation of mobile companies and NADRA. PTA issued detailed operating procedures for mobile operators to ensure sale of new SIMs with proper documentation and had asked for verification of old records through NADRA. Cellular mobile companies have completed verification of approximately 85% data of their subscribers through NADRA. Check and Balance by PTA : Check and Balance by PTA Due to huge market share of PTCL and Mobilink, PTA has declared these organization as SMPs SMPs mean these organizations are under the check and balance of PTA. Before implementing their new tarrifs and packages in the market, they have to approve them from PTA. By taking such protective and corrective measures, PTA hopes to achieve ultimate goal of competitive prices in the telecom sector. The consequential result would be that users will also have wide ranging choice to select their service provider who fulfills their demands regarding Quality of Service, improved telecom services and last but not the least competitive prices and affordable prices for all such services. CONCLUSION : CONCLUSION Today Pakistan has been quoted as a model for the spectacular growth that has been witnessed in the country's telecom sector. A number of countries have approached Pakistan to assist them develop the liberalization structure for their respective telecom industries. Recently Pakistan has been awarded with Government Leadership Award by the Global System of Mobile Association for revolutionary growth in its mobile sector. Pakistan is the first country from the region to attain this prestigious award. CONCLUSION : CONCLUSION Similarly ITU bestowed Pakistan with the Global Regulator's Exchange Award for the country's contribution in ITU activities. All these awards have been possible due to huge efforts of PTA.
