Highlights of Opening Remarks by Mely Nicolas It is heart-warming to see so many familiar faces, as well as new faces, among the participants. We came together nearly 1 ½ years ago to campaign for then Senator Noynoy Aquino, who we now call Pnoy. The real strength of PNoyPinay is not only in having helped elect the President, but that its members are serving the country and our people in their own way. Some members have been appointed to positions in government. Others are members of non-government organizations or advocating and supporting various causes that benefit our neighborhoods, communities and country. We serve both as PNoyPinay and as individuals without any expectation of praise, reward or recognition from PNoy. The spirit of PNoyPinay is in doing work, often behind the scenes, without the need to trumpet what we are doing. Doing good is its own reward -- we do good because it needs to be done.

Highlights of Opening Remarks As a government representative, together with Ging Deles and Dinky Soliman, I am happy to share that PNoyPinay friends in government are reaching out to civil society and the private sector towards establishing true and significant partnerships. During the GMA period, some of our CSO colleagues became so dependent on government largess that they traded their principles for proximity to power. The lesson we learned after we resigned from government during the GMA period is this: Partnerships should not turn into patronage and dependence. Today, we encounter some cynicism and skepticism from civil society because government failed them in the past. But we continue to reach out. The present government is not perfect. But this should not stop us from trying to make it better. Many of us in government are coming up with creative and non-traditional ways of engaging groups such as PNoyPinay. It has been an exciting and challenging task so far but I believe we are succeeding.

Karina David, one of the lead convenors of PNoyPinay, recounts how and why PNoyPinay was formed ( “ Looking Back ” ) and talks about the role of PNoyPInay today ( “ Moving Forward ” ).

Looking Back …: 

Looking Back … When then Sen. Noynoy Aquino announced his run for the presidency and then Sen. Mar Roxas stepped down to give way for Sen. Aquino ’ s candidacy, a small group of women decided to get together to help mobilize funds for the Aquino-Roxas campaign. PNoyPinay began as a women ’ s group, “ NoyPinay, ” but because the husbands also wanted to help, the group opened its membership to both men and women and became “ PNoyPinay. ” The group surprised itself not only by exceeding its funding targets (it was asked to raise 1M per month!) but also in the valuable role it played in mobilizing volunteers for the election campaign and for the Aquino-Roxas Bantay Balota (ARBB) in the NCR region. Local volunteer groups in various cities in Metro Manila, organized by PNoyPinay members, became PNoyPinay affiliates.

…Moving Forward: 

…Moving Forward Having contributed to the successful election of PNoy, the challenge now for PNoyPinay is to help ensure that this government fulfills the campaign promise of good governance and poverty reduction ("Walang Corrupt, Walang Mahirap"). With the Cory Aquino administration, after we won, supporters folded their banners and went back to their regular lives, leaving it up to Pres. Cory to fix all the problems of the country. This was our weakness. This time, we will not fold up our banners. We have to remain active because change will not come easily, powerful enemies of reform are present, and the new President and his team need all the support they can get. We need to give as much effort now to helping this government succeed as we did when we campaigned for PNoy so that we may have a chance at another 6 years of reform after PNoy ’ s presidency.

PNoyPinay and PPVR: 

PNoyPinay and PPVR PNoyPinay is now one of five accredited National Volunteer Organizations under the People Power Volunteers for Reform (PPVR) national coalition PNoyPinay has adapted PPVR ’ s framework for engagement which was presented to PNoy in last year ’ s All-Leaders Summit. PPVR and PNoyPinay focus on fulfilling four roles: BANTAY - monitoring for anti-corruption and good governance KAAGAPAY - partnerships for poverty alleviation and social development TULAY - linking government with our communities and the public GABAY - providing capacity building and technical assistance

A Note on PPVR’s Tulay Mechanism: 

A Note on PPVR ’ s Tulay Mechanism PPVR is presently working to strengthen its Tulay mechanism with support from two government offices that have offered to serve as PPVR ’ s bridge for the government. Presidential Spokesperson Sec. Lacierda has arranged for PNoy to meet with PPVR groups on the ground when he travels to the regions The Office of Political Affairs (OPA) set up a constituency unit that seeks to work with non-conventional political forces such as PPVR Strengthening the Tulay mechanism will make it easier to strengthen PPVR as a political force on the ground.

What Now for PNoyPinay Members?: 

What Now for PNoyPinay Members? PNoyPinay continues to work with and support affiliate groups (PPVR citizen volunteer assemblies) in the NCR region. In addition, there are key opportunities at this time for PNoyPinay members to work together to help realize the “ Walang Corrupt, Walang Mahirap ” promise and contribute significantly to nation-building. The Executive Committee of PNoyPinay proposes 4 areas/programs where PNoyPinay members can help…

Proposed Programs for PNoyPinay (October 2011- 2012): 

Proposed Programs for PNoyPinay (October 2011- 2012) PNoyPinay will form working committees for the following programs. Each PNoyPinay member is invited to volunteer to be part of at least one committee: DSWD ’ s Pantawid Pamilyang Pilipino Program ( 4Ps ) TEN Moves Public Campaign to build primary school classrooms (led by Ayala Foundation) AGAPP (Aklat, Gabay, Aruga tungo sa Pag-angat at Pag-asa) to improve pre-school education and child care programs PNoyPinay Fundraising through Development and Marketing of Community Products

The Pantawid Pamilyang Pilipino Program (4Ps) is one of the poverty reduction and social development strategies of the national government. The program seeks to provide conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14.

Pantawid Pamilyang Pilipino Program (4Ps): 

Pantawid Pamilyang Pilipino Program (4Ps) The main goal of 4Ps: To help keep HEALTHY and IN SCHOOL 5.6 million children from 2.2 million of the country ’ s poorest households 4Ps beneficiaries are provided the following conditional cash grants: P6,000 a year or P500 per month per household for health and nutrition expenses; and P3,000 for one school year (10 months) or P300/month per child (for maximum of 3 children) for educational expenses. A maximum of three children per household is allowed.

Pantawid Pamilyang Pilipino Program (4Ps): 

Pantawid Pamilyang Pilipino Program (4Ps) To avail of these cash grants, beneficiaries need to comply with the following conditions: Pregnant women must avail pre- and post-natal care and be attended during childbirth by a trained health professional; Parents must attend Family Development Sessions (FDS); 0-5 year old children must receive regular preventive health check-ups and vaccines; 3-5 year old children must attend day care or pre-school classes at least 85% of the time. 6-14 year old children must enroll in elementary or high school and must attend at least 85% of the time. 6-14 years old children must receive deworming pills twice a year. Given these conditions, 4Ps is NOT a DOLE OUT, but an INVESTMENT in the children.

Pantawid Pamilyang Pilipino Program (4Ps): 

Pantawid Pamilyang Pilipino Program (4Ps) As of 5 August 2011: The program has reached a total of 5,647,421 children . 2,220,033 households out of the targeted 2.3 million households have been registered, covering 1,025 municipalities and cities in 79 provinces. By September 15, targeted 2.3 million households will be reached. By January 2012, DSWD will be working with 3 million households (benefitting 7.5 – 8 million children). The misconception is that so much money is going into DSWD ’ s 4Ps program. In reality, the program budget only amounts to P6,500/child for the entire year.

4Ps: How Can PNoyPinay Help?: 

4Ps: How Can PNoyPinay Help? In partnership with DSWD, PNoyPinay can: FAMILY DEVELOPMENT SESSIONS: Conduct the monthly family development sessions for 4Ps beneficiaries Provide/Serve as resource persons for the family development sessions Help improve the existing family development session modules and incorporate other relevant learning sessions (e.g., health care, nutrition, household budgeting, etc.) LIVELIHOOD FOR 4PS BENEFICIARIES : Provide 4Ps beneficiaries with sustainable livelihood and micro-enterprise opportunities Providing product development training and helping 4Ps beneficiaries find sustainable markets for their products Link beneficiaries with work/employment opportunities Visit http://pantawid.dswd.gov.ph for more info

TEN Moves Campaign: 

TEN Moves Campaign TEN Moves! is a campaign to raise enough resources to build 10,000 classrooms in public schools all over the Philippines. Its main strategy is to get 2 million people to donate P10 per day for 10 months. That will be P300 per month or P3,000 for the entire 10 months. Because of the huge target and the massive mobilization that this will entail, this public fundraising campaign requires mobilizing a large number of organizations and people around the country. It is expected to be supported widely by Filipinos and even non-Filipinos working together to address an urgent problem of the country. Thus, the name TEN Moves! also means “ T he E ntire N ation Moves! ”

TEN Moves Campaign: 

TEN Moves Campaign What is the target and timeframe of TEN Moves! ? The target of TEN Moves! is to raise P6 billion until October 10, 2012 to build 10,000 classrooms. Why 10,000 classrooms? The total shortage based on DepEd ’ s data is 66,800 classrooms. DepEd ’ s budget and the expected counterpart from local government units can cover about 56,000. DepEd is requesting the private sector and the ordinary citizens to help in covering the remaining 10,000 classrooms.

TEN Moves Campaign: 

TEN Moves Campaign Who are the people behind this campaign? TEN Moves! is part of Bayanihang Pampaaralan of the 57-75 Education Reform Movement , an alliance of the following organizations: Ateneo Center for Educational Development (ACED) Foundation for Worldwide People Power (FWWPP) League of Corporate Foundations (LCF) Philippine Business for Education (PBEd) Philippine Business for Social Progress (PBSP) Synergeia Foundation (Synergeia) The fundraising campaign is managed by the Ayala Foundation.

TEN Moves: How Can PNoyPinay Help? By adapting TEN Moves! as a PNoyPinay Campaign PNoyPinay can help raise funds for TEN Moves by: Asking for individual contributions from PNoyPinay members (P10 per day for 10 months or P3,000 total) Organizing fund raising events for TEN Moves PNoyPInay can help disseminate information about the TEN Moves campaign in our communities, organizations/companies, networks PNoyPinay can help monitor proper collection and use of donations Visit www.tenmoves.org for more info

AGAPP (Aklat, Gabay, Aruga tungo sa Pag-angat at Pag-asa): 

AGAPP (Aklat , Gabay, Aruga tungo sa Pag-angat at Pag-asa) Project Goal: To harness the constructive energies of volunteers who seek to continue supporting the agenda for good governance of President Benigno Aquino III and for progressive national development through their active participation in a child and school-focused project that promotes the convergence of various programs and services designed for the benefit of underprivileged children who attend public schools in disadvantaged communities.

AGAPP: 

AGAPP Project Objectives: To construct “ Silid-Pangarap ” school-library facilities that will also serve as preschool classrooms for schools in depressed and disadvantaged communities To provide training for teachers and school heads on integrated early childhood education curriculum that effectively supports emergent literacy for children aged five to eight who are enrolled in the kindergarten through the primary grades of public schools To promote home-school-community partnerships by enabling school heads and teachers to organize family literacy activities and parent education activities in these school libraries To facilitate partnerships between individual volunteers, organizations and networks who share the goals of improving the quality of public education and promoting early childhood care and development and essential services such as feeding programs

AGAPP: 

AGAPP Who are the People Behind AGAPP? One of the founders of AGAPP is Pinky Aquino-Abellada , one of President Noynoy's four sisters. She decided to pursue education as her advocacy in support of her brother ’ s efforts in serving the country and our people. The team behind AGAPP campaigned extensively for change in the last presidential election and in the aftermath of victory, realizing that every Filipino has a role to play in rebuilding our nation, all found themselves asking “ what is it I can do to help make this administration succeed? ” And so AGAPP was born, a group of ordinary citizens wanting to do our share.
