Suggestion for improved performance of Production & maintenance wings of Electrical department. Electrical Production : Electrical Production TARGET 2011-12 : TARGET 2011-12 MAN POWER 2011-12 : MAN POWER 2011-12 MAN POWER PLANNING 2011-12 : MAN POWER PLANNING 2011-12 MAN POWER REQUIREMENT : MAN POWER REQUIREMENT ICF Electrical department should follow Indian Railways trend : ICF Electrical department should follow Indian Railways trend Overall strength of Indian Railways is getting reduced steadily. Overall strength came down from16.02 lakhs in 1995 to 13.8 lakhs in 2009. 13.5% reduction. But the strength of Electrical department in IR is increased from 1.55 lakhs to 1.64 lakhs during the same period. 5.8% increase. In the same period strength of ICF got reduced by 13.5% (from 15,200 to 12,870) Strength of Electrical Department in ICF got reduced by 23.5% (from 1,730 to 1280). Meager Group-C to Group-D ratio : Meager Group-C to Group-D ratio Steep increase in Value of Electrical Stores : Steep increase in Value of Electrical Stores For the period of ten years, from 1997 to2006, Value of Electrical stores was increased from Rs.189.5 crores to Rs.423.3 crores– Increase by 2.3 times. For the period of next 3 years, from 2006 to 2009, Value of Electrical stores is increased from Rs.423.3 crores to 786 crores – Increase by 1.9 times. Inspector & Progresman : Inspector & Progresman Main Difficulty : Main Difficulty Filling up of these Ex-cadre posts become very difficult now a days, since the total emoluments on Ex-cadre post is considerably lower than the emoluments of Cadre posts even on two grade up-gradations. Loss of nearly 1.08 lakh to 1.44 lakh for a period of three years at the rate of Rs.3000 to 4000 per month. It is also similar in the case of Technical supervisors working in Inspection Department. Electrical Maintenance : Electrical Maintenance Staff Strength in Maintenance : Staff Strength in Maintenance Total sanctioned strength of artisans in the maintenance wing of Electrical is only 433. Out of 433 only 350 posts are filled keeping 19.2% of post vacant which will affect the very safety of employees working all over ICF. Covered Shed added in recent past : Covered Shed added in recent past Staff Quarters : Staff Quarters Man Power for Electrical Maintenance : Man Power for Electrical Maintenance Consolidated Technician requirement for Electrical Department : Consolidated Technician requirement for Electrical Department Technical Supervisors : Technical Supervisors 21 posts are lying vacant out of 204 (191 sanctioned + 13 work charge) posts in the department. Expedite filling up of 10 QSE vacancies in JE. Indent placed in the RRB for 8 number of App.JE needs to be improved to 11. Additional 79 posts needs to be created for the proposed additional technician of 464. Complications & Difficulties : Complications & Difficulties Low Group-D ratio. Less Direct man power availability. Ever increasing work load. Additional work in managing the work contract. 41% vacancies in Progressman and Inspectors.
