2 Company Profile Company History RDK Collection Services, Inc. was founded by Richard D. Kundrata in 1992. RDK is a national receivables management company specializing in both consumer and commercial third-party collections. Our organization was built upon a strong commitment to high ethical standards. Because it is our mission to provide quality service without compromising principles, our clients are very loyal and often refer other companies to us. Since RDK's inception, it has been our philosophy to take the time to get to know our clients’ staff, processes and needs. 4 DTE Energy & RDKA Winning Combination Third-Party Collections Contingency Fee Based Accounts that are placed with RDK for third party collections, whether they are coming from a “pre-collect” program or directly from the client’s A/R department, are worked on a contingency fee arrangement until they are resolved. RDK handles both consumer and commercial third-party collections. Our knowledge of collection laws and proven debt recovery techniques, combined with our utilization of highly sophisticated computer systems and years of industry experience, makes RDK extremely successful in recovering your delinquent receivables. Written and verbal demands begin within 48 hours of receipt of placement Collection Specialists make consistent demands for payment in accordance with the collection strategy chosen for each individual account Claims are worked consistently until one of the following outcomes occur: paid in full, payment arrangements made, settlement made, litigation necessary, or efforts exhausted. Report package to be mailed or e-mailed to our client monthly detailing the status of all accounts placed with RDK. This report also includes totals, recovery rates, dollars placed, etc. Monthly Collection Statements will be transmitted to our clients detailing collection activity for the prior month. Ongoing communication from our Client Relations department regarding payments, legal activity, placements, etc.

5 DTE Energy & RDKA Winning Combination Third-Party Collections RDK will attempt to resolve all Client accounts within 180 days. The only two scenarios in which we would keep accounts longer would be those in legal and those making monthly payments to us. If a debtor refuses to pay us, we will determine if the debtor is “suitworthy”. Several factors are considered before sending an account to legal: balance, good address, place of employment or assets, number of contacts, broken promises, etc. If it is determined that the debtor is suitworthy, we will e-mail a legal authorization form to the Client unless we have blanket legal authorization. RDK will close and return files back to the Client if the debtor is deceased, bankrupt, skip (if our skip tracers can’t locate a current address), or not suitworthy. Our goal is to provide due diligence on each and every account we receive. Our collection specialists understand that the more demands we make upon your debtors, the more payments we will receive. Our philosophy is that since RDK is not a household name, we have to work our files a little harder than our competitors to outperform them. It usually works, too! Many of our competitors rely too heavily on their name and reputation and tend not to make as many phone calls per file as we do, nor do they skip trace as effectively as we do. The bottom line is that we know what our clients expect and we go the extra mile to deliver the goods.

Collection Procedures : 

6 Collection Procedures Third-Party Collections Number of Accounts per Collectors RDK Collection Services, Inc. has three types of collectors: Commercial Collection Specialists, Consumer/Retail Collection Specialists and Medical Collection Specialists. Consumer Collection Specialists typically manage between 1,500 - 2,500 accounts at any given time. Skip Trace Procedures RDK Collections Services, Inc. is on-line with over twenty-five different databases and numerous others located on the internet. Our skip-tracing staff has in-depth experience and has attended various seminars on this subject. Each Collection Specialist has developed their own proprietary network of industry contacts which are used to aid in the skip tracing process. Bankruptcy File Handling If debtors claim that they have filed for bankruptcy protection, RDK's collectors are instructed to obtain the appropriate bankruptcy information and then validate the bankruptcy case number utilizing RDK’s internet resources. If a proof of claim is received with notification of a bankruptcy filing, the claim will be forwarded to our client. If client requests RDK to file the claim for them, we will then transfer the account to our Bankruptcy Database and it will be monitored and maintained until completion.

7 Collection Procedures Third-Party Collections FDCPA Compliance RDK takes a zero tolerance policy regarding the Fair Debt Collection Practices Act, which governs third-party debt collectors. We believe it is in our best interest as well as our clients’ that all communications from RDK Collection Services, Inc. comply with the FDCPA. Any deliberate violations of the FDCPA are fully investigated and may lead to the immediate dismissal of any employee found to be in violation. The demand letters used by RDK have been reviewed and approved by our legal counsel and our insurance company for compliance of the law. All employees are required to take an extensive computer-based interactive FDCPA exam and must attend three FDCPA seminars per year.

Collection Procedures : 

8 Collection Procedures Policy on Disputes and Complaints Although our Collection Specialists are trained to overcome most disputes, any unresolved dispute made by a debtor regarding their account must be documented by the collector. The collector will relay the information to a Client Relations Rep who will then contact the client regarding the dispute to obtain verification and additional documentation to proceed with collections. In all cases, RDK will act as the mediator to arrive at the best solution that is acceptable to our client. It is RDK’s policy that any complaints from a debtor about a collector will be directed to the Collection Manager. The complaints will be documented and addressed with the appropriate collector. In the event the collector exceeds the amount of acceptable complaints or types of complaints, the collector will be warned first then if repeated, the collector will be discharged. Reporting/Remittance Process Payments received from debtors are entered in batches to limit the possibility of error. Payment posting is a real time process. Reports can be furnished to the client at any time reflecting payment reductions. Payments made directly to the client can be reported to the Agency via fax, e-mail or U.S. mail. Upon receipt of this advice we will post the payment and the fee will be reflected on the statement. RDK remits to our clients monthly, unless volume justifies weekly remits. All payments received in a given month are disbursed to the client by the 15th of the following month accompanied by a Collection Statement. Each month you will also receive a “Status of Accounts Report” which shows the current status of all active accounts, including list date, payments to date, and current balance. Custom reports are also available upon request.

Legal Process : 

9 Legal Process Once a file has been forwarded to our litigation team, a pre-suit litigation representative will begin to review the criteria used to determine if further legal efforts are warranted. Several factors are considered before sending an account to legal: balance, good address, place of employment or assets, number of contacts, broken promises, etc. The legal rep may also choose to make a pre-suit demand call in an effort to resolve the account amicably. Legal Authorization - The Client may authorize RDK to forward accounts to attorneys on a case by case basis or via a blanket legal authorization agreement, which is preferred for large volume clients. RDK typically sues in District and Circuit Upon receiving our claim, the attorney will enter the pre-suit demand period which entails both verbal and written demands. At this point the attorney will prepare and file a summons and complaint. RDK Advantages Unlike many of our competitors, RDK has learned what most of our clients do not like about the legal process: costs, paperwork, and the lengthy nature of litigation. RDK has designed our process with this in mind. Attorney selection – Attorneys are carefully screened and interviewed to ensure that they comply with RDK’s high standards. Court Costs – RDK will front and bill all court costs. The client will reimburse RDK at the end of the month. These costs are usually recovered from the debtor. The only costs not fronted by RDK would include: hourly charges to defend a counter suit, mediation and arbitration. Legal documents – RDK and its attorneys will complete all affidavits and other legal documentation required for suit on behalf of the Client. Monitoring progress – The litigation team will ensure that attorneys are providing regular updates as well as adhering to timelines associated with each step of the process. Legal Contingent Fees Consumer/Residential – 50% Commercial – 33%

We do not publish our Hardware and Software due to security purposes however they a detailed description is available upon request. RDK Collection Services, Inc. possesses an insurance policy which has a “Business Interruption” provision. In the event of a major catastrophe our insurance company will set RDK up within two working days in comparable office space as well as furnish us with phones, computers, and furniture. Communication Software RDK Collections Services, Inc. owns its own state-of-the-art phone system. Current service agreements maintain the system which has never been down since its installation.
