The Medicare Modernization Act of 2003 (also known as the MMA) added a prescription drug benefit to Medicare in January 2006. This drug benefit is referred to as Medicare Part D. The law also provides financial assistance with the cost of Medicare Part D prescription drugs for Medicare beneficiaries with low incomes who meet certain income and asset qualifications. Let’s Recap Do you remember the benefits of LIS? : Do you remember the benefits of LIS? It pays for all or most of the member’s monthly prescription drug premiums, copayments, and annual deductibles. The Extra Help program is estimated to be worth an average of $3,900 to the member per year. Who is eligible for LIS (Extra Help)? : Who is eligible for LIS (Extra Help)? Dual Eligible's That is those members who are dually-eligible for both Medicaid and Medicare Individuals who are enrolled in Medicare Part A, Medicare Part B and a Medicare Prescription Drug Plan and meet the income and asset guidelines. What’s new for LIS in 2010? : What’s new for LIS in 2010? Life Insurance will no longer count as a resource to qualify for LIS (Extra Help). Help received from someone else to pay for household expenses will no longer count as income for LIS (Extra Help). Food Mortgage/Rent Payments Utilities Property Taxes The Biggest Change for 2010 : The Biggest Change for 2010 Beginning January 1, 2010, when an application for LIS is submitted online, the application process for the Medicare Savings Program (MSP) is also initiated. Social Security will send an electronic referral to the member’s state. The state will then evaluate the referral to determine the member’s eligibility for the MSP. Things you need to know… : Things you need to know… What if… Member is eligible for MSP and LIS? Member is eligible for LIS but not MSP? Member is eligible for MSP but not LIS? Member is not eligible for MSP or LIS? What to do should an SSC member qualify for both MSP and LIS… : What to do should an SSC member qualify for both MSP and LIS… MSP Intake Case Manager MSP Intake is NOT to submit the LIS application. MSP Intake will status the MSP case to PE after EASE screening. At initial In Progress interview, Case Manager is to record the member’s authorization to submit an LIS application on their behalf. Case Manager will work case through to Pending status or Over Income, Over Asset, Not Interested, Unreachable, or Non Responsive. When will the LIS application be submitted? : When will the LIS application be submitted? The LIS case will be placed in a queue so a designated LIS representative can then submit the LIS application. This happens only when the corresponding MSP case status has been set to Pending, Over Income, Over Asset, Not Interested, Unreachable, or Non Responsive. But what if a member qualifies for LIS but NOT for MSP… : But what if a member qualifies for LIS but NOT for MSP… MSP Intake will submit LIS application as normal and set MSP status to Over Income or Over Asset as currently done.
