5-Hour Offer: 

5-Hour Offer Giving every child and young person aged 5 -19 the chance to do 5 hours of PE and sport a week Opportunities will need to be affordable, accessible, appropriate and attractive

Five Hour Offer - Joint Approach: 

Five Hour Offer - Joint Approach Linked to new Public Service Agreements 12, 14 and 22 Department for Children Schools and Families (DCSF) Elements: - Further Education Sports Coordinators (FESCOs) - Completion of the roll-out of Competition Managers - Top up grants to School Sports Partnerships (SSPs) for coaching - Multi-sport clubs for children with special needs linked to SSPs - National School Sport Week Department for Culture, Media and Sport (DCMS) Elements: - Funding to support extended ‘club’ activity designed to attract a different type of young person – ‘Extending Activities Programme’

Extending Activities (EA) – The Headlines Part of the “5 hour offer” Delivered through a CSP led plan, with the involvement and ownership of local partners Provides the opportunity to join up different programmes and funding streams into one cohesive plan Opportunities for the “semi sporty” population Specific term time programmes, delivered out of school hours and in club and community settings Focus on high quality, attractive provision Focus on the 11 to 19 age range

EA – The Mission £36m to support extending ‘club’ activity 900,000 children and young people in the 5-19 age range from the ‘semi sporty’ population segment to take up an additional 2 hours of term-time high quality sports activities through ‘attractive provision designed to stimulate and increase take up and sustain participation’ Pinch points/priorities at Key Stage 2/3 transition and the 14 to 19 age range

Who are the “Semi-Sporty”?: 

Who are the “Semi-Sporty”? Equal split of boys and girls, differences in what they want Potentially sporty Offer needs to be right Not actively hunting for traditional clubs or opportunities More likely to access through a wider range of settings Structured but less formal opportunities – approach, venues, kit, changing, position of competition, social experience, motivations for participation Signposting will be key

EA - Definition of Sport: 

10 EA - Definition of Sport A broad definition of sport that includes activities outside of Sport England’s support structure that are relevant and compelling to children and young people. These include dance, aerobics and climbing. They do not include activities such as walking or cycling to school.

The Delivery Model for EA (Overview) Delivery coordinated through funded plans County Sports Partnerships (CSPs) lead the process Work in Children's Services Unit (CSU) areas Pull together key strategic and delivery partners around children and young people, sports and physical activity, broader positive activities etc Children & young people’s views are fed into the process Planning from/to Community Sports Network/SSP level Trailblazer CSPs (12) and Phase 2 CSPs (37)

The Process of Writing the Plan: 

The Process of Writing the Plan CSP identifies lead officer and key partners CSP & partners first planning workshop Small steering group (led by CSP) take lead in drafting plan Draft plan distributed for consultation CSP & partners 2nd planning workshop – refine plan Small steering group (led by CSP) Finalise plan

County Sports Partnership Role : 

County Sports Partnership Role Facilitate briefings for key local delivery partners Broker the planning process for key delivery partners Author the Extending Activities Plan Ensure the Extending Activities Plan reflects the aspirations and ambitions of local partners Commission identified providers to deliver the Plan Oversee and monitor the delivery of the Plan and be accountable for the achievement of key targets Report progress against the Plan Submit Year 2+ Plans (using process refined from Year 1)

Potential Roles/Opportunities for Local Partners: 

Potential Roles/Opportunities for Local Partners Assist in facilitating buy-in from a wide range of partners Assist in completing the audit for the CSN/SSP area Help identify the needs of children and young people, what activity they currently do and when HeIp identify what children and young people want to do and the barriers that currently restrict their participation Position as an existing/potential new delivery provider Input to the delivery/shaping and review of plans

Key Dates Trailblazers Currently: Initial trailblazer plans being assessed Trailblazer Delivery Plans commence April 2008 Phase 2 CSPs CSP briefing events 25 February – 14 March 2008 CSPs begin planning February/March 2008 Delivery Plans submitted 23 May 2008 Delivery Plans assessed, refined & resubmitted by 20 June 2008 Phase 2 Delivery Plans commence 1 September 2008
