REASONS FOR ADOPTING BBC GBPA Code written in 1967 with one (1) amendment in 1983. Code is an excerpt from the old South Florida Building Code & BOCA Code.
Technology, materials, methodologies have far outpaced the “Code” hence the need for revision.
GBPA Code covers 230 sq. miles of real estate
BBC covers in excess of 100,000 sq. miles
“One Country One Code” Country unified under a common standard for construction which will result in greater normalcy in development industry.
Code revisions may potentially be more frequent with combined resources of GBPA and Government.
Letter of intent to adopt the BBC forwarded to the Government and revised contractor certification will be implemented immediately upon receiving response.
PURPOSE OF REVISED CONTRACTOR CERTIFICATION :
PURPOSE OF REVISED CONTRACTOR CERTIFICATION Artisans and building code requirements lagging behind new technology and established convention.
Presently, the majority of licensed construction contractors are essentially skilled and experienced masons, or skilled and experienced carpenters who do not give sufficient time to thinking about the actual business functions of construction contracting such as;
management of men, and materials,
job cost,
control and scheduling,
contractor's liability and responsibility.
The lack of classification of trades has resulted in:
chaos in pricing,
chaos in project management.
The breakdown in determining how to write specifications to pre-describe workmanship quality has resulted in :
chaos in compensation for additions/deletions.
FUNCTIONS OF COMMITTEE :
FUNCTIONS OF COMMITTEE Interview individuals and companies who make application for contractor/sub-contractor licenses.
Make recommendations to the Grand Bahama Port Authority, Limited.
The Certification Committee will make the final determination of the particular expertise and the general business character of the applicant.
The Certification Committee will serve as a disciplinary body to hear and issue verdicts on complaints filed by the public and with the authority to suspend or revoke licenses.
The Certification Committee will request quality control reports or make direct site inspections as determined necessary.
Make recommendations to the GBPA's Building Department and Licensing
Department from time to time.
QUALIFICATIONS OF COMMITTEE :
QUALIFICATIONS OF COMMITTEE Each member must be thoroughly familiar with The Grand Bahama Port Authority, Limited's Building and Sanitary Code.
Each member must be recognized in a construction related field of expertise, other than members who may be lawyers or accountants.

One (1) licensed local mechanical Engineer
