set by the government.
All the mobile handset which do not have proper International Mobile Equipment Identity number (IMEI) – a 15 digit code for each phone i.e. identified by GSM or CDMA phones.
Equipment identity register (EIR) is a database that contains a record of all mobile stations that are allowed in the network.
IMEi AND ESN :
IMEi AND ESN IMEI /ESN (Intern. Mob equipment ID or Electronic Serial Number) not only identifies phone, but also helps prevent stolen handsets from accessing networks and can disconnect the same.
The phones which cannot be traced by this systems are therefore banned in India i.e. China mobiles.
Therefore the Chinese mobile are being dumped into the “Grey Market”.

Even in many cases buyers do not know that, they are buying a set without the code number.

Software's work The Cellular Operators Association of India (COAI) are developing the software’s patch that can be embedded in phones.
This will operate as an resistance to the phones that do not have IMEI or have wrong IMEI.
