“E-rate” Administered by Universal Service Administration Company (USAC) provides discounts to schools and libraries on telecommunications and internet access 4 categories of service: telecommunications services, internet access, internal connections and basic maintenance of internal connections Discounts from 20%-90% off costs for eligible services Note: Applicants must provide the resources: end-user equipment (computers, telephones), software, professional development N Step 1: Determine Eligibility : Step 1: Determine Eligibility Schools must provide elementary or secondary education may be public or private institution must operate as non-profit business cannot have endowment exceeding $50 million Libraries must be eligible for assistance from state library administrative agency must have budgets separate from any schools cannot operate as for-profit business must operate as non-profit business cannot have endowment exceeding $50 million Step 2: Develop a Technology Plan : Technology plan sets out how information technology and telecommunications infrastructure will be used to achieve educational goals specific curriculum reforms or library service improvements Step 2: Develop a Technology Plan Technology Plan must cover five elements: 1. goals and realistic strategy for using telecommunications & IT 2. professional development strategy 3. an assessment of telecommunication services, hardware, and other services needed 4. budget resources 5. ongoing evaluation process Step 3: Open a Competitive Bidding Process : Step 3: Open a Competitive Bidding Process Step 4: Select Most Cost-Effective Provider Step 5: Calculate the Discount Level File a new (Form 470) each funding year Use the Services Ordered and Certification Form (Form 471) to calculate the discount an begin by listing the recipients of services for support N Select most cost effective provider, price is the primary factor Step 6: Determine the Eligible Services : Step 6: Determine the Eligible Services eligible services established by the Federal Communications Commission (FCC) include: Telecommunications Services Internet Access Internal Connections Basic Maintenance of Internal Connections Step 7: Submit Application for Support Form 471 must be filed by mail or online prior to close of application filing window for funding year Step 8: Undergo Application Review : Step 9: Receive Your Funding Decision USAC issues one or more Funding Commitment letters (FCDLs) to both the applicant and the service provider(s) Step 8: Undergo Application Review All applications go through review by USAC to verify accuracy of discount percentages &ensure that support is committed only for eligible products and services Slide 9: Step 10: Begin Receipt of Services Step 11: Invoice USAC Submit invoices for Universal Service Fund (USF) support 2 types of invoices exist: -Service Provider Invoice (SPI) (Form 474) -Billed Entity Applicant Reimbursement (BEAR) From (Form 472) Applicants must verify start date of services Submit a Receipt of Service Confirmation Form (Form 486) * Note: Technology plans must be approved before services start or before the applicant
