John Maynard Keynes is a British economist He believed theorized that the government should spend to help a collapsing economy This is opposite of Hoover’s position Keynes will be a key figure in U.S. economic policy throughout the Great Depression

Efforts of Hoover Hoover was growing unpopular Hoover tried to redeem himself with efforts like the Reconstruction Finance Corporation (RFC) RFC granted money to States: an effort by Hoover to boost his popularity “This campaign is more than a contest between two men….It is a contest between two philosophies of government” (Hoover, 1932)
