1. Introduction -. The Solid Waste Management has recently become a vital topic to discuss. Since Without any effective and efficient management, the waste can result in health hazard and have negative impact to the environment. -. The solid waste management is the collection, transport, processing or disposal, managing, and monitoring of hard waste materials . -. In some developing countries, Cambodia for instance, the solid waste management is in need to take urgently action particularly in urban, Phnom Penh.

Problems of Solid Waste Management in Cambodia Major problems: Piles of solid wastes are left decayed at public; the waste from houses, commercial centers, hospitals, industrial handicrafts, etc. are disposed of and burnt at the dumpsite, while some is found to be decomposed of under weather conditions; Solid waste collected from various sources are not separated then disposed of at the open dumpsites ; Out of date of waste collection.

For Example , some major streets are sometimes once a day while other streets are swept less frequently, and to be collected by waste collected vehicles with hand-operated by people, and basically sweeping wastes, together with other wastes, is commonly placed in plastic bags or other container and store at the collection centers on the streets without any segregation between domestic wastes, industrial wastes and hospital wastes (number one hazard to human being and environment).

The lack of segregation between domestic wastes, industrial wastes and hospital wastes cause many negative impacts to the health of the people, animals, and the bio-diversity, etc.

3. Sub-Decree of Solid Waste Management (1999) The sub-decree of Solid Waste Management (1999) was drafted by the Council of Ministers and adopted on April 27 1999 that has 32 articles related to the solid waste management in Cambodia . The purpose of the sub-decree is to regulate the solid waste management with properly technical manner and safety way in order to ensure the protection of human health and the conservation of bio- diversity.

4. Recommendations The state shall play a key role to design more effective on solid waste management such as encourage people to cooperate with the state to betterments the solid waste management. The state shall cooperate with the licensed company to separate the wastes from household and another hazardous wastes, in short try all the best to separate and categorize the solid waste . The licensed company for collecting the solid wastes shall be strictly examined and monitored by the authorities to fulfill their obligations. The citizens shall make easier for the collection as possible as they can. For example, they shouldn’t bag battery with fruit or any papers, etc. The State shall encourage to all company that be able to recycle the solid waste to reuse ( Recycling Project).

5. Conclusion Solid Waste Management is a MUST topic to discuss. The separation of solid waste is really important; the hazardous waste, generated from hospital for example. The practice of Cambodia waste collection is out of date and need to be reformed. In short, In order to make the betterments of solid waste management, the state and the citizens shall participate altogether since the solid waste management is really a MUST for the green world.
