Medical Expenses : 

National health expenditure was  about 5 % in 1960 and has now become about 16 % of GDP. Still medical services are unsatisfactory Medical services in US can easily be free for 95% of the economically humble population This without putting any extra financial burden either on this 95% of population or on government Medical Expenses

Medical Expenses : 

National health expenditure is $ 2.34 trillion out of which $1.23 trillion  is spent by private sector and $1.11 trillion  is spent by governments The top 5% of the income percentile of US population accounts for about 49% of health expenditures Remaining 95% accounts for only 51% of health expenditures This is  $2.34 x 0.51 = $1.19 trillion Medical Expenses

Medical Expenses : 

That means government is short of only (1.19 Trillion - 1.1 Trillion) =  $ 86 billion per year for giving free health care  to 95 % people Now there are expenditure on prescription drugs, other medical products and other non-durable medical products It is respectively in billions $234.1 + $ 65.5 + $ 39.0 = $ 338.6 billions Medical Expenses

Medical expenses : 

It is ($ 338.6 billion divided by $2.34 Trillion  = 0.1447 ) not  more than 15 %   of the entire medical expenses  Instead of 51 % even 30 % of expenditure by 95 %population on these is  $338.6 x 0.30 =$  101.58 billion This is quite more than $ 86.04 billion which government is falling short of Medical expenses

Medical Expenses : 

That means if government put merely the burden of prescription drugs, other medical products and other non-durable medical products on the people - which will put some responsibility for their health on people also Then minus this burden, government can easily provide free medical services to 95 % of Americans out of  $ 1.11 Trillion   which government is already spending on health Medical Expenses

Conclusion : 

Therefore US Government should make two tier policy for free medical services First - Though medical services should  be free for every body but upper 5 %  percentile of the population may be expected to pay for their own health care through insurance Second - The remaining 95 % of the population should have free medical help through government hospitals Conclusion

Conclusion : 

Expense for building these hospitals can be easily mobilized by using the money spent by US government on bailouts and stimulus packages, for this purpose This in turn would also create lot of jobs   Charity organizations may also be persuaded to channelize resources for building hospitals all over USA for free medical help to 95% of Americans Conclusion

Recommendation : 

Therefore Americans  before going to polls on November 2, 2010 should expect from the candidates That - they will work in Congress, the House and the Senate,  to make medical help to all the Americans free while keeping only the minor burden of prescription drugs, other medical products and other non-durable medical products on the patients Recommendation
