District determines that there are enough major renovations, need for new school(s), and facility improvements to move forward with a study. District hires a Demographer to project growth over next 10 years, evaluate growth patterns, and recommend areas of improvement. Board of Trustees builds a community based task force to evaluate need by visiting campuses, talking with staff, and evaluating “best practices” by visiting other school districts. Harlingen CISD called this community task force a Future Facility Needs Committee with subcommittees that looked at Elementary Schools and Facilities, Secondary Schools and Facilities, Other Facilities, Finance, and Technology. It’s a process of identifying current and future facility improvements: Slide 4: 3/11/2010 4 What is Bond Initiative 2010? Future Facility Needs Committee evaluated facilities improvements to finalize a project list of their recommendations and then presented to the Board of Trustees. Board of Trustees asks voters for permission to sell bonds to finance construction projects and major purchases such as building additions/renovations, new schools, and facilities. School district repays bonds over extended period of time from the debt service fund. District is not required to build bond projects but funds cannot be used for different purposes without voter approval.
