CCM GETS OFF THE GROUND: The 1965-1966 Formative Years For the Connecticut Conference of Municipalities, 1966 is the formal organizing year. But in many ways, 1965 was the year CCM began. A small group of 13 municipal leaders decided to get together, create an informal association known as the Connecticut Conference of Mayors, and present a legislative program to the 1965 session of the General Assembly.

CCM GETS OFF THE GROUND: The 1965-1966 Formative Years Cont’d.. CCM’s formal organizational meeting was held on October 10, 1966 in an upstairs room at Mory’s, the Yale dining club tucked next to the University’s campus, six blocks from New Haven’s city hall. Bylaws were adopted providing that “Only mayors of municipalities larger than 20,000 population will qualify for membership.” The bylaws originally allowed city mangers to be designated as members but was amended after some tension arose over whether non-elected officials should be selected. As recommended by the nominating committee, Mayor Lee of New Haven was elected President, Mayor John DeNicola of Hamden First Vice President, Mayor George Kinsella of Hartford Second Vice President, Mayor Frank Zullo of Norwalk as Secretary, and Mayor P. Edmund Power of Torrington as Treasurer.

CCM GETS OFF THE GROUND: The 1965-1966 Formative Years Cont’d.. In accepting the Presidency of the new CCM, Mayor Lee set the tone: “The next nine months will be hectic for all of us. We’re going to be fighting for the things that cities need and deserve. We have a vital and important mission that not only affects our prosperity, but even the basic question of the survival of our cities. The problems are neither Democratic or Republican, they’re just plain old people problems. And we must recognize that our interests cut across municipal boundaries..We have to stick together. We can be a force for good.”

CCM GETS OFF THE GROUND: The 1965-1966 Formative Years Cont’d.. Known in its first bylaws as the Connecticut Conference of Mayors and Other Municipal Chief Executives, it evolved into what is known today as the Connecticut Conference of Municipalities. From its beginning, the league was known familiarly as CCM, and its logo, a transfiguration of the initial letters of its name, remains.

JOEL COGEN: Executive Director and General Counsel of CCM - 1968-2007:

JOEL COGEN: Executive Director and General Counsel of CCM - 1968-2007 Joel Cogen was the Executive Director and General Counsel of the Connecticut Conference of Municipalities, and President and CEO of the Connecticut Interlocal Risk Management Agency (CIRMA). Mr. Cogen had been with CCM since its inception in 1966, first as legislative counsel and staff member, and since 1968 as executive director. In 1976, he became general counsel as well. He became President of CIRMA upon its formation in 1980. “Joel Cogen is a force of nature,” said Jim Finley, current Executive Director and CEO. “CCM would not be CCM without Joel.” Mr. Cogen retired in 2007.

CCM PROGRAMS AND SERVICES: Through the Years 1967 : Training for municipal officials begins with a statewide conference on collective bargaining. 1967: Research and Information Service. 1976: Municipal Labor Relations Program. 1980: Connecticut Interlocal Risk Management Agency (CIRMA) established as a service program of CCM. 1981: CCM starts a revenue collection program. First called TICCT, then in1991 renamed MCP, and finally in 1996 MRCP.

NOTEWORTHY LEGISLATIVE SESSIONS:

1998 : Summarized as “the best financial news Connecticut cities and towns have had for years” when state aid to municipalities jumped by $191 million as one component of a $311 million package for property tax relief NOTEWORTHY LEGISLATIVE SESSIONS 1978 : Session rated “Outstanding” by CCM with enactment of significant property tax relief, a new payment in lieu of taxes (PILOT) program, and a new program of education equalization grants 1996 : CCM victorious in breakthrough legislation that reforms the Heart and Hypertension mandate and binding arbitration 1997 : Produced major breakthroughs in property tax relief, for which CCM’s board adopted a resolution of appreciation to the General Assembly

NOTEWORTHY LEGISLATIVE SESSIONS CONT’D… 2005: Resulted in the largest dollar increase in state aid in 17 years, $137 million, plus another $40 million in revenues protected when the General Assembly saved real estate tax from repeal. 2010: Former CCM President and Mayor of Stamford, Dannel P. Malloy, elected 88 th Governor of Connecticut. 2009-2011: Launched an aggressive new statewide advocacy campaign to protect municipal aid as state leaders considered options to deal with a growing state budget deficit. CCM lobbying leads to a nation-leading state budget victory for towns and cities in the 2011 legislative session.

CCM CELEBRATES 40 YEARS In 2006, CCM hit a major milestone, 40 years of dedicated service to towns and cities. The anniversary was marked by a dinner at the Graduate Club in New Haven, CT.

Katie Feidelson: First Associate Director of CCM – 1976 - 1994 Katie was there at the founding of CCM. Katie assisted Joel Cogen in running CCM and was in charge of CCM’s Public Policy and Advocacy operations as well as other areas of the organization. She mentored Jim Finley, and many others during her tenure at CCM.

PAST FACES OF CCM By 1983, Ms. Mascola became Staff Associate for Administration. In July 1998, she was promoted to Management Associate. Dorothy Mascola began working in September 1970 as Office Manager. In 1978, she was promoted to Staff Assistant for Administration. In 1999 Ms. Mascola was promoted to Manager of Member Services until her retirement in 2007.

PAST FACES OF CCM By 1985, Mr. Casa became a Senior Legislative Staff Associate. In July 1993, he was promoted to Manager of Legislative Services. Gian-Carl Casa began working in February 1983 as a Research Assistant. In 1984, he was promoted to Legislative Staff Assistant. In 1999 Gian-Carl was promoted to Director of Legislative Services and in 2007 became the Director of Public Policy and Advocacy until he left to work for Governor Malloy in 2011.
