The organization, in association with the Chinese government, has been playing a credible role in placing children with forever families since 1996. The organization is headquartered in Austin, Texas and has offices in Beijing, China. As soon as China improved its Civil Affairs system regarding abandoned and orphaned children and established China Center for Adoption Affairs, Snow Wu founded GWCA.
