INTRODUCTION: 

INTRODUCTION OWSM applies Project Management (PM), Engineering Management (EM), Supply Management(SM), and Procurement Management (ProcM) techniques to the Lifecycle Management (LCM) of Equipment.

OWSM studies the full support requirements for a weapon system using Integrated Logistic Support (ILS) techniques. OWSM assesses which support functions can be done In-House and which can be contracted out, and analyses what the best balance is between the two. The decision criteria are selectable.

OWSM analysis must be revisited periodically throughout the system lifecycle to verify the solution implemented still represents the best balance. OWSM offers opportunities to improve the effectiveness of the support on an ongoing basis.

OWSM IMPACTS : 

OWSM IMPACTS   Human Resources - OWSM must accurately assess the HR impact of each element of the support requirement at Base, Command, and Headquarters levels. The issue is that of Force Generation and Sustainment.   O&M Funding – OWSM will commit the EPM to a long term funding commitment.   Contracting – Performance-based contracts offer the best opportunities to improve the effectiveness of support delivery throughout the life of the contract.

Air Equipment Program Management (AEPM) : 

Air Equipment Program Management (AEPM) OWSM Project Office set up. OWSM implementation for CF-18 and CP140 initiated. Gaining efficiencies through contract bundling for currently out-sourced services.

 CF-18 Primary Air Vehicle (PAV): 

  CF-18 Primary Air Vehicle (PAV) Contract attempted, but there was an issue with the Contractor concerning performance measurement. A short-term agreement has been put in place (3 yrs) while the issues are worked out.

Land Equipment Program Management (LEPM)

Military Wheeled Vehicles : 

Military Wheeled Vehicles Analysis done 3 years ago. Determined that the best support option for spares and services was to keep the same ‘In-House’ oriented solution.

Light Armoured Vehicle (LAV) : 

Light Armoured Vehicle (LAV) Decision made to implement a support solution heavily biased towards Industry provision (with General Dynamics).

Light Utility Vehicle Wheeled (LUVW) : 

Light Utility Vehicle Wheeled (LUVW) Support solution is different (by Unit). Vehicles deployed with Regular Force units are configured differently (more ‘military’ content) and are supported primarily by the Military (In-House). Vehicles deployed with Reserve units have less military content and are supported by Industry through local dealerships.

IN HOUSE CAPABILITY: 

IN HOUSE CAPABILITY 202 Workshop Depot provides a significant In-House 4th line support capability.

Maritime Equipment Program Management (MEPM): 

Maritime Equipment Program Management (MEPM) Technical Data Management (TDM) functions contracted out on a Fleet basis. Much In-Service LCM for individual equipment systems is contracted out. Fleet Maintenance Facilities provide a significant In-House 2nd line support capability. Victoria-Class Submarines

DMASP: 

DMASP Guidance being developed for EPMs. OWSM is now embodied in Adm(Mat)’s Functional Planning Guidance.

MA&S KNOWLEDGE APPLIED : 

MA&S KNOWLEDGE APPLIED System Engineering – Design Authority Technical Data Management LCM – Tracking of problem trends and consumption trends ILS – Maintenance Management, Special Tools and Test Equipment, Training Inventory Management - Spares warehousing and distribution

PM KNOWLEDGE APPLIED : 

PM KNOWLEDGE APPLIED WBS Activity Scheduling Resource Allocation Risk Assessment and Management for Technical, Schedule, and Financial risk

HR IMPACT ASSESSMENT : 

HR IMPACT ASSESSMENT DFPPC is the NDHQ organization responsible for tracking Military HR trends. The earlier they are involved in an initiative that affects Force composition, the better they can ensure appropriately trained personnel are available when needed.

DFPPC has produced a draft HR Checklist for Major Crown Projects. This is being incorporated into the Senior Review Board Checklist being created by DMASP 3. Ultimately we want to know the minimum population of any particular Military Occupational Structure category required to support Force generation and sustainment, and we want to know what portion of that population is in effect allocated to the Materiel under consideration. This will establish go/no go criteria for the OWSM initiative to meet in this regard, and could affect the potential support options .

MONETARY ISSUES : 

MONETARY ISSUES The desired intention is to bundle support requirements together and enter into long-term contracts with service providers; a long term commitment will allow them to offer more effective services and potentially lower pricing.

When applied on a wide scale across the Department, this could result in a high percentage of the O&M budget ultimately being committed at the beginning of a FY. This will limit a Business Management Team’s ability to react to unexpected arisings.

IMPLEMENTATION ISSUES : 

IMPLEMENTATION ISSUES Funding Commitment – Implementation contracts need flexibility in commitment levels to allow EPMs to accommodate emergency arisings in their expenditures. Support contracts will be more oriented towards performance based payment criteria. Thus, we will need to ensure the integrity of the performance measurement to the satisfaction of DND and the contractor for Equipment Performance and Business Process performance. ‘Corporate IT’ could offer a solution.

WAY AHEAD - DMASP : 

WAY AHEAD - DMASP Promulgate official documents – DAODs, Revised CONOPS, OWSM Process information. This will be done through Mat KNet and MMTC Courses. Become involved in both Capital projects and smaller In-Service projects. Establish OWSM Working Group.

SUMMARY: 

SUMMARY OWSM is a proactive management process that facilitates intelligent decision making for a Weapon System’s In-Service support. OWSM processes will be generic to allow tailoring to the analysis of a specific Weapon System without imposing inappropriate constraints. The extensiveness of the analysis required reflects the integrated nature of the business of Materiel Management – it embodies knowledge in the areas of PM, EM, SM, and ProcM.
