Along with Large-scale Scrum (LeSS), Disciplined Agile Delivery (DAD), and Nexus, SAFe is another methodology for addressing issues that arise due to scaling beyond single and small numbers of teams. The SAFe approach can scale to large enterprises with teams of several thousand. SAFe promotes alignment, collaboration, and delivery across large numbers of Agile teams. It was developed by and for practitioners, by leveraging 3 schools of thought: 1. Agile Software Development 2. Lean Product Development 3. Systems Thinking This presentation is the final in a series of 4. It provides an overview of the SAFe management philosophy and deep dive into the Portfolio Level. Specific topics discussed include the SAFe Organizational Levels (Team, Program, Value Stream, Portfolio), Lean-Agile Budgeting, Forecasting, the relationship between size of organization and quantity of portfolios, Portfolio Kanban, among other topics. This deck also includes numerous slide templates for you to use in your own business presentations.

Reported benefits include: 20-25 increase in productivity 30-75 faster speed to market 50+ defect reduction The Scaled Agile Framework SAFe is a methodology to help organizations scale Lean and Agile practices Scaled Agile Framework SAFe – Overview SAFe has been adopted by organizations of all sizes and industries including both public and private sector organizations. The Scaled Agile Framework SAFe is a knowledge base of organization and workflow patterns authored and made freely available by Scaled Agile. SAFe is developed to help enterprises in scaling Lean and Agile practices. SAFe synchronizes alignment collaboration and delivery for large numbers of Agile teams for both software and systems development. SAFe can be applied to teams of under 100 practitioners to much large teams of several thousand. SAFe was developed in the field— based on thought leadership and experience helping clients address their most difficult scaling problems. SAFe leverages 3 bodies of knowledge: Agile Software Development Lean Product Development Systems Thinking 1 2 3 The content on this page has been partially hidden. 6 This document is an exclusive document available to FlevyPro members - http://flevy.com/pro The SAFe framework is depicted by the “Big Picture” diagram—there are 2 versions of the “Big Picture” a 3-level and a 4-level view SAFe – “Big Picture” Visuals An interactive version of the “Big Picture” can be found on the official website: www.scaledagileframework.com. The SAFe framework can be captured by a detailed visual known as the “Big Picture.” There are 2 versions of the “Big Picture”—a 3-level view and a 4-level views. This version is better suited for solutions that require a modest number of Agile teams. It is also better suited for smaller systems products and services that are largely independent of one another. The 3 levels are: – Portfolio Level – Program Level – Team Level 4-LEVEL VIEW This version is best suited for those organizations looking to large integrated solutions which require hundreds of more practitioners to build and maintain. The 4 levels are: – Portfolio Level – Value Stream Level – Program Level – Team Level 3-LEVEL VIEW The content on this page has been partially hidden. 9 This document is an exclusive document available to FlevyPro members - http://flevy.com/pro Now let’s explain in further detail the purpose and characterizations of these levels beginning with the Team and Program levels SAFe Organizational Levels 1 of 2 By successfully implementing SAFe within our organization we can expect a 20-50 increase in productivity. SAFe can configured to 3 or 4 organizational levels depending on the “Big Picture” version in addition to a Foundation layer. Program Level Team Level SAFe teams are then organized into a virtual program structure known as the Agile Release Train ART. Each ART is a long-lived self-organization team of Agile teams and other stakeholders to plan commit executive inspect and adapt together. – The number of teams typically range from 5-12. ARTs are organized around the organization’s significant Value Streams. The ART aligns teams to a common mission provide architectural and user experience guidance facilitate flow and provide continuous objective evidence of progress. Each SAFe team is responsible for defining building and testing stories—i.e. small pieces of new functionality—from their backlog. Teams deliver value in sprints which are series of fixed-length iterations. The teams use a common iteration cadence to synchronize their work with other teams. This approach allows all teams to iterate to simultaneously. Teams employ Scrum or Kanban methods. These methods are complimented by built-in quality practices. 10 This document is an exclusive document available to FlevyPro members - http://flevy.com/pro The Value Stream and Portfolio levels sit above—in addition there is a Foundation layer which supports the entire organization SAFe Organizational Levels 2 of 2 Many software quality practices are based on eXtreme Programming whereas hardware system quality practices are often based on Lean product development. Portfolio Level Value Stream Level This level organizes and funds a set of Value Streams. The Value Streams realize a set of solutions which enable our organization to achieve our strategic mission. This level provides solution development finding through Lean-Agile budgeting any requisite governance and coordination of larger development initiatives which affect multiple Value Streams. This optional level which only exists for the 4-level version supports the development of large and complex solutions. These are solutions that require multiple synchronized ARTs in addition to stronger focus on solution intent and solution context. Suppliers and additional stakeholders contribute to the Value Stream level. The ARTs are informed of the Value Stream objectives and mission by Pre- and Post-Program Increment PI Planning. Foundation Layer The Foundational layer contains additional elements that support development: – Lean-Agile Leaders – Core Values – Lean-Agile Mindset This presentation will focuses on the Portfolio Level. –Practice Communities –Principles The content on this page has been partially hidden. There are 7 key elements that comprise the SAFe Portfolio Level. Strategic Themes connect the portfolio to the corporate strategy. 1 Program Portfolio Management consists of those stakeholders who have the highest level of fiduciary responsibility to delivery business results. 2 Value Streams are responsible for delivering the offerings required to help the organization achieve its mission. 3 4 The Enterprise Architect collaborates with business stakeholders and Solution and System Architects to guide technology initiatives and drive enterprise standards e.g. NFRS across Value Streams. Portfolio Kanban provides visibility analysis and governance to initiatives that cut across Value Streams. 5 Lean-Agile Budgeting and governance funds Value Streams and applies objective metrics and milestones. 6 Portfolio Epics i.e. large initiatives are managed by Epic Owners from identification through the analysis and approval process of the Portfolio Kanban system. 7 The content on this page has been partially hidden. The number of SAFe portfolios is dependent on the size of the organization. • One Value Stream • One ART • Value Stream level not needed • Multiple Value Streams some with multiple ARTs • Full solution context needed • Multiple SAFe portfolios some larger some smaller Midsize Organizations Enterprises The content on this page has been partially hidden. 15 This document is an exclusive document available to FlevyPro members - http://flevy.com/pro At the Portfolio level managing CapEx and OpEx becomes important— the SAFe approach uses Lean-Agile Budgeting practices Portfolio Level – Lean-Agile Budgeting Note that in large organizations Portfolio-level Value Streams do not abide by organizational or geographic boundaries. The conventional project-based work and funding model has many disadvantages. It forestalls agility flow and knowledge acquisition. Instead the SAFe approach adopts Lean-Agile Budgeting. The Lean-Agile approach to Budgeting follows these core principles Funding Value Streams not projects. Approving epic-level initiatives vs. funding projects Empowering Value Stream content authority. Providing objective evidence of fitness for purpose. Exercising fiscal governance with dynamic budgeting. The Lean-Agile approach maintains the appropriate fiduciary controls as traditional project cost accounting but without the operational friction and overhead. Program Portfolio Management can estimate how long a new portfolio epic might take under various business scenarios. This allows them to conduct a longer horizon planning and forecasting. The Portfolio forecasting leverages epic size estimates capacity allocation and program velocities. Program Portfolio Management and ART business owners will negotiate capacity allocation for epics vs. existing work. 3200 Bus Epic 2300 Bus Epic 5000 Enabler 3900 Bus Epic 1000 Enabler 3100 Bus Epic Portfolio Backlog Capacity Allocation Which trains can work on these and what of their capacity can be applied ART 1 1200 pts/PI ART 2 1000 ART 3 850 PI1 PI2 PI3 1 2 3 4 5 6 The content on this page has been partially hidden.
