Aim of presentation To introduce/ update (on) ENFiD To share the current organising experiences in Europe To present the challenges and the potentials of the Filipino communities in Europe To connect with partners, sponsors and other stakeholders of Migration and Development

ENFiD = European Network of Filipino Diaspora an active European networking organization of Euro-Pinoys that aims to promote a shared sense of nationhood and cooperation 11→ 17 trainings/ workshops sports humanitarian relief actions arts and cultural events PFP/ Multilateral Organisations/ NGO’s/ corporate sector views/ opinion on current issues


ENFiD Country Members: which countries do we cover? Belgium Czech Republic Denmark France Germany Iceland Italy (Austria) Israel Malta Netherlands Norway Romania Sweden Switzerland United Kingdom Ireland Iceland


Organisational features a new organisational model Independent – non political, non partisan, non denominational Self- financing i.e. through fund raising, sponsorships, grants, donations At European level, membership comprises countries where Filipino communities thrive


Organisational features At country level, membership comprises bona fide Filipino community (Filcom) organisations and individuals Initiates programs/ projects, cooperates with Country Members Compliment or supplements country-level initiatives


Organisational features Country-Member is represented by a leader elected/ appointed by (leaders of) the Filcom (organisations) Aimed at representing the interests of European Filipinos both in Europe and in the Philippines, and defending their rights Empowers, facilitates and supports the development and involvement of Filcom organisations and their leaders


Challenges for the Filipino Diaspora Immigration problems (un)employment issues Family problems Undocumented/ irregular status Modern slavery: domestic workers, truck drivers Integration Elderly/ retirement Second/third, future generations Poverty/low wages Health issues Going back home/ reintegration


Challenges for the Filipino Diaspora Cultural identity (esp. young ones) Dealing with marginalisation/ discrimination/ racism Language issues Lack of information Social Issues: Rule of Law Corruption (OAV, WPS/SCS, etc.)


Challenges: stakeholders Relationship with Filcom Relationship with the Philippine Embassies/Missions Relationship with Commission on Filipinos Overseas (CFO) Relationship with Department of Foreign Affairs (DFA) Relationship with other Philippine government departments/agencies eg DOLE, POEA, OWWA, BI, DoH, DA etc Relationship with European governments Relationship with NGOs, educational & religious institutions and international bodies


NEED Need for a Europe-based Filipino organization to take the lead in advocacy and influencing policy both in Europe and the Philippines Need for a Europe-based Filipino organization to liaise between the Filcoms in Europe and the above stakeholders


Challenges: organisations and individuals Rivalries ‘Payabangan’ Regionalism Tsismisan ‘Talangka’ mentality ‘Inggitan’ ‘Kanya-kanya’ More established organisations (feel threatened) Competitive, rather than cooperative


Internal challenges Speed of growth of ENFiD poses major resource challenges Board members and volunteers use personal resources to carry out ENFiD work Overloading work officers pose a risk Geographical spread


Internal challenges Speed of growth of ENFiD poses major resource challenges Need to generate funds for sustained programs, projects, activities, the Secretariat work Guidance on setting up ENFiD country Press/ Public relations need to be properly sustained


Achievements so far Good relationship with existing Filipino organisations in Europe Interrelationships between and among ENFiD countries thru joint activities Good relationship with the Philippine Embassies/Missions Good relationship with Commission on Filipinos Overseas (CFO) Five Year Strategy Plan 2014-2018 + Two-Year Action Plan 2016-2017 Numerous charity projects/ humanitarian projects in ENFiD countries


Achievements so far Bi-monthly newsletter, News & Views Formation of Y-ENFiD, Young ENFiD Biogas Digester: Environment project (long-term project) Learning and Development sessions with focused topics Sustainability of ENfiD Conferences/ AGA Continuing links with partners while developing new ones


What can European Filipinos offer to the Philippines? Continuous engagement with the country and its people Financial and Social Remittances Experience of good governance and genuine democratic values, transparency and accountability Consultancies on all aspects of life where host countries are considered to have best practice


What can European Filipinos offer to the Philippines? Choice of genuine leaders on the basis of policies/ humanitarian and democratic values Retirement / reintegration→ transfer of skills/ resources Tourism Investments
