DEL RIO Governor’s Advocate on Disability Affairs Province of Batangas Slide 2: CBR is a strategy , for the inclusion of persons with disabilities in society. It is a rights -based approach that aims to bring persons with disabilities and the community together on an equal basis. What are the barriers that lead to disabilities : What are the barriers that lead to disabilities People with impairments are disabled because they are excluded from the same activities enjoyed by other citizens. People with disabilities are not given the same opportunities as other citizens. Employers discriminate applicants with disabilities even when they have better credentials than their co-applicants. People with disabilities are teased and ridiculed. Terminology can create negative attitudes and barriers. Persons with disabilities and their families cannot make informed decisions because they have no access to information about their disability, or about their rights. Persons with disability cannot access the services they need to develop their own potential, and if they can, they are often not consulted about this service. People with psycho-social disabilities are often imprisoned in their own homes, while some are even sent to psychiatric hospitals against their will. Ignorance puts up barriers. Because of prevailing community attitudes, families of persons with disabilities become over-protective and d no allow their child with disabilities to go outside. Children with disabilities have been excluded from school because education chiefs and teachers say: : Children with disabilities have been excluded from school because education chiefs and teachers say: They do not know how to teach them. The child needs to be in special school or special class. There are too many students in the class. Other parents don’t like it. It will bring down overall class grades. Where are we now? : Where are we now? Advocacy was often focused on “preaching to the converted” or limited to passive activities Essential information is still not reaching the people. Several NGOs are small scale with restricted geographic coverage. Lack of political will Most civil society organizations do not include disability as part of their mandate. Special Education has failed to deliver an education program that meets the needs of persons with disabilities. Disability sector is not strongly organized. Isolated & rural communities cannot access services which tend to congregate in the main towns. CBR: Responding to the Call : CBR: Responding to the Call CBR is a strategy which facilitates the process where persons with disabilities can empower themselves to control their own potential and be partners in development. CBR builds on the resources, structures and abilities of the community to promote the potential of everyone in the community, including persons with disabilities. In CBR, we do not re-invent the wheel. CBR values social justice and raises the consciousness of the community. CBR promotes good governance. CBR costs are spread across all sectors.
