(033) 337-3573 / 337-0085 Fax (033)355-0689 EXECUTIVE ORDER NO. 42 SERIES OF 2008 AN ORDER CREATING THE OFFICE OF PERSON WITH DISABILITY AFFAIRS (OPDA), DESIGNATING THE OPDA HEAD AND FOR OTHER PURPOSES WHEREAS, Republic Act No. 7277, otherwise known as “the Magna Carta for Disabled Persons” directs national and local government agencies to implement programs and services to ensure full participation of Person with Disability in all aspects of community life; WHEREAS, in order to sustain and continuously carry out the task of implementing the provisions of R.A. 7277, monitoring, evaluation, data gathering and creation of job opportunities and advocacy for Person with Disability in the City of Iloilo, there is a need to establish an Office of Person with Disability Affairs (OPDA) to serve as an arm of the Iloilo City Government in the implementation of the aforementioned purposes; NOW, THEREFORE, I, JERRY P. TREÑAS, by virtue of the powers vested in me by law, as City Mayor of Iloilo City, do hereby order, as follows:

Section 1. Creation of OPDA. There is hereby created an Office of Persons with Disability Affairs (OPDA) which shall be under the Office of the City Mayor. The Office of the OPDA shall be located at the CSWDO building or at such other place as may be determined by the City Mayor. Section 2. OPDA Head. The OPDA shall have an OPDA Head who shall be designated by the City Mayor and shall be under the latter’s direct control and supervision. The OPDA Head shall handle the affairs and perform the functions of the OPDA. The OPDA Head shall serve at such term at the pleasure of the City Mayor. Section 3. Designation of the OPDA Head. DOLORES M. LAUDENORIO is hereby designated as OPDA Head. Section 4. Functions of the OPDA. The OPDA shall have the following functions; 1. Implementation the provisions of the Magna Carta for Disabled Persons and Batas Pambansa Blg. 344 in the City of Iloilo; 2. Establish data gathering center for statistics of Persons with Disability (PWD’s) including Children with Disability, training and job opportunities and serve as information center of the city; 3. Establish a resource center for independent living of PWD’s in their respective communities; 4. Establish production and livelihood sheltered workshops for PWD’s including group homes and training centers that will accommodate severely handicapped people;

Assist PWD’s to have access to voting precincts during local and national elections; Formulate and implement plans, programs and politics relative to the promotion of the welfare of PWD’s in coordination with concerned local and national agencies; Attend meetings of the Local Development Councils and other special bodies; Submit report to the City Mayor on the implementation of programs and services relative to the promotion of the Welfare of Disabled Persons in Iloilo City; Perform such other powers and functions necessary and proper in order to faithfully carry into effect the foregoing duties and functions and as may be assigned by the City Mayor. Section 5. Budget and Expenses. All expenses that may be incurred by the OPDA shall be charged against the budget for its projects and activities, subject to existing and usual accounting and auditing rules and regulations. Section 6. Effectivity. This order shall take effect immediately. Done in the City of Iloilo, Philippines, this August 26, 2008.
