See all Premium member Presentation Transcript National programme for control of BlindnessA Critical review : National programme for control of BlindnessA Critical review By Dr.V.Sudhakaram M.B.B.S,PGDPHM Objectives : Objectives A brief introduction Overview of current scenario Strategies SWOT analysis A brief introduction : A brief introduction The national programme for control of blindness was launched in the year 1976 as a 100% centrally sponsored programme The WHO has defined blindness as “visual acuity of less than 3/60 (Snellen) or its equivalent”, and for nonspecialized personnel it is further described as “inability to count fingers in daylight at a distance of 3 meters”. Goals & Objectives : Goals & Objectives Goals:- To reduce the prevalence of blindness (1.49% in 1986-89) to less than 0.3%; To establish an infrastructure and efficiency levels in the programme to be able to cater new cases of blindness each year to prevent future backlog. Objectives:- 1. To establish eye care facilities for every 5 lakh population, 2. To develop human resources for eye care services at all levels, the primary health centres, CHCs, sub-district levels, 3. To improve quality of service delivery and 4. To secure participation of civil society and the private sector. Strategies : Strategies The four pronged strategy of the programme is: 1. Strengthening service delivery, 2. Developing human resources for eye care, 3. Promoting outreach activities and public awareness, and 4. Developing institutional capacity. Current scenario : Current scenario National survey on Blindness Cataract surgeries done in India : Cataract surgeries done in India Cataract surgeries and IOL implantations done in 2007-08 : Cataract surgeries and IOL implantations done in 2007-08 Activities of NPCB : Activities of NPCB SWOT analysis : SWOT analysis Strengths Brought under the NRHM umbrella Very well organised and defined,and has skilled human resource Active involvement of NGO’s V.O’s Compliment from WHO as highly satisfactory programme Strengths/2 : Strengths/2 External aid is available with WHO, WB, DANIDA Govt. Commitment (11th plan, National population policy) Vision 2020 Better community involvement weaknesses : weaknesses No strong political commitment Low accessibility to undeserved population Underutilization of available man power Not achieved the desired level of prevalence Weaknesses/2 : Weaknesses/2 Eye surgeons/1000 population is 0.95 compared to Maldives 1.14 Quality of service should be improved Inadequate MIS about blindness Lack awareness in community about preventable blindness Opportunities : Opportunities Active strong involvement of NGO’s,V.O’s Get more external aid from different sources Reducing economic blinding contributes to development of nation Involve local institutions like panchayat raj Threats : Threats Not targeted on environmental sanitation, fascial cleaning Poor co-ordination and lack of involvement of private opth. Surgeons in programme Lack of orientation in community opthal.
