New rules forrebuilding a broken nation Development Practice Discussion Aim: To present an alternative view of post-conflict recovery and question whether it stimulatesand/or affirms Oxfam's approach in Pakistan?

A quick recap … Collier suggests that we need to be doing post-conflict recovery better, because 40% of all post-conflict situations have reverted back to conflict within a decade.

The conventional approach: : 

The conventional approach: Build a political settlement; Maintain a short role for peacekeepers; and Establish a legitimate and accountable government and remove the peacekeepers.

Collier argues that: : 

Collier argues that: Politics should be the last – not the first consideration – built on a platform of security and economic prosperity; and Politics are traditionally seen as a zero sum game in post-conflict recovery.

Under Collier’s “New Rules”we need to: : 

Under Collier’s “New Rules”we need to: Recognise the interdependence ofthree key actors:and Focus on few critical objectives.

Recognising the interdependence of three key actors: Security Council - commitment to a sustained peacekeeping role. Donors- post-conflict aid as a long term investment (at least a decade). Government- fostering economic reform and inclusion.

Focusing on few critical objectives: a) Jobs b) Basic social services c) Clean government

Why these objectives? : 

Why these objectives? Jobs- especially for young men- in construction sector Improving basic social services- through effective delivery mechanisms Clean government- enhance accountability- follow the money- squeeze out the crooks

Expected outcomes withinone decade: : 

Expected outcomes withinone decade: Construction creates jobs and infrastructure Provision of basic services builds public confidence Clean government builds investor confidence
