SANCTIONS FOR UNLIQUIDATED CASH ADVANCES : 

SANCTIONS FOR UNLIQUIDATED CASH ADVANCES Withholding of salaries- per COA Circular 97-002 dated February 10, 1997 Criminal charges for violation of: P.D. 1445 or Government Auditing Code of the Phils. Article 217 of the Revised Penal Code or Malversation of Public Funds Article 218 of the Revised Penal Code or Failure of Accountable Officer to Render Accounts Administratively, liable for Gross Neglect of Duty and Dishonesty

COA CIRCULAR NO. 97-002dated February 10, 1997 : 

COA CIRCULAR NO. 97-002dated February 10, 1997 4.1.2. No additional cash advances shall be allowed to any official or employee unless the previous cash advance given to him is first settled or a proper accounting thereof is made. 4.1.3. A cash advance shall be reported on as soon as the purpose for which it was given has been served. 4.1.6. Transfer of cash advance from one Accountable Officer to another shall not be allowed.

4.1.7. The cash advance shall be used solely for the specific legal purpose for which it was granted. 4.3.1. The AO may request replenishment of the cash advance when the disbursements reach 75%, or as the need requires, by submitting a replenishment voucher with all supporting documents duly summarized in a report of disbursements. 5.1.3. Failure of the AO to liquidate his cash advance within the prescribed period shall constitute a valid cause for the withholding of his salary and the instruction of other sanctions.

5.3. The cash advance shall be considered liquidated upon the recording thereof by the Accountant in the books of accounts although not yet audited by the COA Auditor. 5.4. The auditor shall issue the corresponding Credit Notice to the AO to inform the latter of the amount allowed in audit and any suspencions and/or disallowances made. 5.5. The AO shall submit to the Auditor the documents to settle his suspensions/ disallowances.

5.7. When a cash advance is no longer needed or has not been used for a period of two months, it must be returned to or refunded immediately to the collecting officer. 5.8. All cash advances shall be fully liquidated at the end of each year. 5.9. When no liquidation of the previous cash advance is received on or before January 20, the Accountant shall cause the withholding of the AO’s salary. 7.1. Each AO with a total cash accountability of P2,000.00 or more shall be bonded.

9.3.1. Upon failure of the AO to liquidate his cash advance within 2 months from date of grant of the cash advance, the auditor shall issue a letter demanding a liquidation or explaining for non-liquidation. 9.3.2. If 30 days have elapsed and no liquidation or explanation is received, the Auditor shall advise the head of the agency to cause or order the withholding of the payment of any money due the AO. 9.3.3. The AO shall likewise be held liable criminally, for failure to settle his accounts.

On deployment or transfer - pupil-teacher ratio is below 35:1 for elem and 40:1 for secondary- considerable decrease in enrolment- teacher is declared excess by the school head- teacher is seeking transfer :
