Insert your image onto your slide by clicking Insert tab, going to Images group, clicking on Picture button and inserting the image.

Once the picture is inserted, the Format tab in the ribbon appears. Select the tab to perform further steps to make a picture transparent.

Go to the Adjust group, click Recolor dropdown.
