The main process of educational certificate attestation in India includes
HRD attestation: It is only for attesting government recognized educational documents.
Educational documents are attested from the state where you have completed your education.
HRD attestation is done by the respective state HRDs.
In India only the government recognized educational documents come under the HRD
department. Educational certificates from private institutions are attested by the Home/Notary
department of the respective states.
MEA attestation: It is done by the Ministry of External Affairs after completing the state
attestation.
