E-GOVERNANCE – REFORMING GOVERNMENT THROUGH TECHNOLOGY The guiding principles for reforming Government through technology are: Form simplification and field reduction – Forms should be made simple and user friendly and only minimum and necessary information should be collected. Online applications and tracking - Online applications and tracking of their status should be provided. Online Database - Use of online database e.g. for certificates, educational degrees, identity documents, etc. should be mandated so that citizens are not required to submit these documents in physical form. Integration of services and platforms – Integration of services and platforms e.g. Aadhaar platform of Unique Identity Authority of India (UIDAI), payment gateway, Mobile Seva platform, sharing of data through open Application Programming Interfaces (API) and middleware such as National and State Service Delivery Gateways (NSDG/SSDG) should be mandated to facilitate integrated and interoperable service delivery to citizens and businesses.

Government 2 citizens G2C is transaction between government and citizens. It includes,  Basic citizens services such as online registration of birth/death/marriage certificates Health care, education services etc.  filing of income taxes Example: The example of Government to Citizens is that  National Portal of India India.gov.in G2C

Government 2 business:

Government 2 business G2B is transaction between government and Business. It includes ,  D issemination of policies, memos etc.  Government rules and regulations.  B usiness information A pplication forms, renewing licenses, registration, payment of taxes. Example: The example of Government to Business is that  Business Portal of India Business.gov.in G2B

Government 2 Government:

Government 2 Government G2E is transaction between between the central/national and local governments, and between government department and agencies and organisation . It Includes,  Records by state government  Schemes,plan,Initiatives Example: The example of Government to Government is that e-governance standard Portal of India http://egovstandards.gov.in G2G

#PolicyRecommendations E-governance strategies should include a quality-management system aimed at improving public e-services, continually increasing user satisfaction, and managing possible malfunctioning. The methods of authentication used in e-governance applications should correspond to the required degree of confidentiality and security. Appropriate infrastructure should be built to ensure that privacy, confidentiality and reliability of personal data are secured at all times.
