INTRODUCTION : 

INTRODUCTION Northwestern Mindanao provinces which is composed of Lanao del Sur, Lanao del Norte, Zamboanga del Sur, Zamboanga del Norte, Zamboanga City, Zamboanga Sibugay , Cotabato Provinces, Basilan, Jolo , and Sulu Islands. These are home of four indigenous people namely: Tausug , Manguindanaos , Maranao , and Subanens . Their living conditions are even below the poverty level per world standard as their health care conditions are worst in the country. To this effect, the Philippine Government initiated the move to alleviate their sufferings as far as health care is concern.

An amount equivalent to ten billion pesos is afforded to build a 600 bed hospital equipped with the modern state of the art medical equipment and facilities to address the problem not only to the Filipinos but also to the foreigners as well. Those who are certified to be indigent will receive free hospitalization while those who can afford will pay 50 percent of the actual bill. The remaining payments will be a subsidy given by the government itself.

Health problems also arises because many competitive young and able medical workers are incline to work abroad for greener pastures. Thus the country and its people where leaving in a serious medical situation. Another concern is the unemployment of medical workers, so , to resolve this problem , the creation of an hospital is an answer of the government of which it will hire thousands of capable doctors, nurses and other medical associated workers that has no job allowing them to work and serve for the country and its fellowmen.

HOSPITAL LOCATION   : 

HOSPITAL LOCATION The hospital will serve the provinces of Mindanao of which its people have lesser medical attention given by the government compared to Manila and Cebu City. Conferred as Land of Promise this land has little benefits in health care services and are distant to the access of genuine health. There must be a need to provide a competitive hospital so that the people of Mindanao will not go elsewhere to find cure of their illnesses.

After a thorough assessment and evaluation of data’s obtain, the chosen area is Pagadian City, Zamboanga del Sur, Southwestern Mindanao. This area is a crossroad of provinces in Mindanao. It is a rising city wherein commercial establishments sprang in the area, thus many people will visit the place and more circumstances of medical attention be made. A need of a standardized hospital is important.

The hospital is to be build in five hectares land that would cater the Christians, Muslims and Indigenous people in Mindanao with quality health care services. It is a four story hospital with 600 beds that is equipped with highly reliable innovative medical equipment and facilities offered to the public. It is administered and manned by experienced and reliable Filipino doctors and other medical health team providers which will help one another in providing medical services to its fullest.

HOSPITAL BASIC PROGRAMS : 

HOSPITAL BASIC PROGRAMS I. PROGRAMS FOR IMPLEMENTION OVERVIEW For a well managed institution such as hospitals, a well defined program has to be drafted, brainstorm among staffs, agreed by all departments concern, and approved for implementation by the President. Identification of patients during admittance it could be normal or emergency admittance and billing of out-going patient is one of the most important given priority. Safety and security follows. Interdepartmental concern should be of equal priority in first come first serve basis.

SIX BASIC PROGRAMS : 

SIX BASIC PROGRAMS PROGRAM: IDENTITY CHECK DESCRIPTION: A. Prior to opening of the hospital, information dissemination to all provinces must be done regarding the requirements for admittance such as issuance if ID to all resident identified as indigent or not . RESPONSIBLE: GOVERNOR, DSWD, DOH, LGU TIME: (BEFORE OPENING THE HOSPITAL) B. Identification paper shoul be check during admittance by presenting the ff documents. 1. Voters ID 2. SSS/GSIS ID 3.PRC ID 4.HEALTH CARD 5. RESIDENTIAL ID PROVIDED BY LOCAL GOVERNMENT C. In case of emergency identification should be done by the communication system arranged by the hospita l RESPONSIBLE :ADMISSION AND EMERGENCY DEPARTMENT TIME: ( UPON ADMISSION)

2. PROGRAM: BILLING DESCRIPTION: a. Out patient should settle accounts with the cashier. The release pass is to be presented to the guard before leaving the hospital premises RESPONSIBLE: CASHIER AND SECURITY PERSONNEL TIME : UPON DISCHARGE b. If he does not have payment the patient should see the President who will decide the situation and be issued with conduct to pass card RESPONSIBLE : PRESIDENT TIME: UPON DISCHARGE

3. PROGRAM : SAFETY AND SECURITY DESCRIPTION: a. Security entry is carried by thorough check of facts and other items brought inside the hospital. Guns and bladed weapons should be leave at the guard house and be claim upon leaving the premises. RESPONSIBLE: SECURITY PERSONNEL TIME: UPON ENTRY b. Safety-The hospital quality assurance department has to check thoroughly the hospital supply in quality and conforms in the standard sheet by DOH, WHO, FDA etc for its safety usage. RESPONSIBLE : QUALITY CONTROL AND QUALITY ASSURANCE DEPARTMENT TIME: UPON DELIVERY C. Pharmacy Department has to keep records on drug movements and to device a system of first come first out method to prevent administration of expired drugs. RESPONSIBLE: PHARMACY DEPARTMENT TIME: ON GOING PROGRAM

4. PROGRAM:HOSPITAL STATE OF THE ART EQUIPMENT REALIBITY DESCRIPTION: a. Technician skills should be upgraded from time to time and trained by the equipment supplier as far as maintenance, calibration, repairs and upkeep so that the usage and reliability is beyond doubt. RESPONSIBLE: ENGINEERING DEPARTMENT TIME: BEFORE THE OPENING THE HOSPITAL AND ON GOING PROGRAM b. Physicians and Doctors who will operate the equipment has to be trained in foreign hospital using the same equipments. RESPONSIBLE : PHYSICIANS AND DOCTORS TIME: BEFORE THE OPENING OF HOSPITAL

5. PROGRAM: CLEANLINESS AND WASTE MANAGEMENT DESCRIPTION: a. Every two hours the janitorial staff will roam around the hospital in order of the hospital to be divinely clean. RESPONSIBLE: JANITORIAL STAFFS TIME :ALL TIMES AND ON GOING PROGRAM 6. PROGRAM: TRAINING DESCRIPTION: a. All staffs in the hospital has to regularly updated and validated so far as the end of their duty is concern. RESPONSIBLE :HUMAN RESOURCES DEPARTMENT TIME: EVERY QUARTER OF THE YEAR.

PROJECT COST : 

PROJECT COST The projected cost to construct the hospital project including a start-up capital and estimated one month medicine supply inventory is amounted to ten billion Philippine peso. This amount is assumed to come from the Philippine Government as an answer of medical needs of the people in Mindanao. This will be budgeted to be spend in the following cost component of the project: A. Land Acquisition Php . 75,000,000.oo 5 hec at Php 1000/sq. m B.
