A comprehensive survey for the EMR Member States was conducted during March and May 2002. A special questionnaire was designed and sent to the Member States to be filled by the staff in charge of Health Statistics Department and the staff in charge of the Informatics Department at the Ministry of Health.

Conclusions :44 Conclusions With the progress of informatics technology, Ministries of Health are encouraging the establishment of Health Informatics departments, in order to support the existing National Statistical Information System department as well as other functions of health management.
The position of Health Informatics department, as a new structure in the Ministries of Health, succeeded to be higher than that of Health Statistical department which remains traditionally as a component of the health planning department.
Conclusions :45 Conclusions There is a need to enhance the capacity building of NHSIS staff profile, i.e. more statisticians, demographers, health economists and epidemiologists with university and post-graduate degrees level are required to assist in upgrading the national health statistical development process, the statistical analysis, especially, burden of disease (BOD), cost effectiveness analysis (CEA) and the use of information in decision making.
Conclusions :46 Conclusions The observed higher level of availability of databases in the Health Statistical Information System department is very encouraging; however, we should clarify the nature and content of such databases. For instance, we should know if such databases are able to generate a relationship between “variables”, or if these databases are constituted only of simple statistical applications, in the form of statistical tables, graphs, etc…
Conclusions :47 Conclusions The databases available in Health Informatics department are concerned mainly with applications outside the health statistics area.
More coordination and cooperation between Health Statistical Information department and Health Inforamtics department is required, to ensure a better computerization strategy of NHSIS as well as better use of informatics technology in health management at all health system levels.
Recommendations To Member States: :48 Recommendations To Member States: To reinforce the HSIS department by university graduated staff such as health statisticians, demographers, health economists and epidemiologists in order to enhance the NHSIS development, promote the statistical analysis, particularly, BOD and C.E.A and develop the information culture in health decision making process.
To improve the coordinating mechanism between the HSIS department and the Health Informatics department in order to better target and meet the information needs of health managerial process and the epidemiological surveillance.
Recommendations To Member States: :49 Recommendations To Member States: To enable a national task force (including knowledgeable senior staff on the subject) on National Health Statistics Database development aimed at:
To prepare a strategic plan of action for enhancing the National Health Statistical Database using EMRO Health Statistics Database framework and software.
To monitor and evaluate the prepared plan of action.
To mobilize the required budgetary resources for preparing plan of action for developing the National Health Information Statistical Database.
Recommendations To WHO :50 Recommendations To WHO To support the development of national capacity building of staff of NHSIS department on health statistics, demography, health economics and epidemiology disciplines in order to meet their needs on NHSIS development, statistical analysis (particularly on BOD and CEA) and promotion of information culture.
To provide the Member States with a complete set of EMRO Health Statistics Database software and necessary tools and guidelines for it’s adaptation process.
Recommendations To WHO :51 Recommendations To WHO To train national staff concerned both in NHSIS department and Health Informatics department on the technical process of adapting the EMRO Database.
