Developing Global Standards for Health Information Systems: HMN & PRISM Frameworks :Developing Global Standards for Health Information Systems: HMN & PRISM Frameworks Anwer Aqil, MD, MCPS, MPH, DrPH
Beatriz Plaza, MPH
Objectives :Objectives Provide overview of the Health Metrics Network (HMN) and Performance of Routine Information Systems Management (PRISM) frameworks and toolsets
Describe use of HMN and PRISM framework for creating and maintaining STANDARDS for Health Information Systems
HMN Framework :HMN Framework What it can do for you?
Provide a comprehensive picture of all information health systems in a given countries
Describe broadly strengths and weaknesses of each system
Assist in setting priorities based on assessment
HMN Framework :HMN Framework Stewardship: policy & governance monitoring – special data collection
HR: census, labour force surveys, administrative records
Financing: household surveys, administrative records (budget, exp.), NHA, PER
Information: draws upon all data sources
Infrastructure / technology / services: service records, administrative records
HMN Findings in Latin American Countries :HMN Findings in Latin American Countries Large quantities of data collection and
-very little analysis and generation of information
-very little or no use of information for decision making
Excessive financial demands on limited resources,
Scarce human resource and technical capacity
Poor HIS designs, little interaction between :
-participating institutions
-decision making levels
Information systems that do not respond to the current and emerging health systems needs
Donor driven vertical systems
Actions based on HMN Assessment :Actions based on HMN Assessment Priority setting for strengthening HIS
Creation of National Strategic Plans for HIS
Develop Interventions & implementation plan
Increase Country Resource allocation
Improve Ownership of HIS
PRISM Framework :PRISM Framework Let’s Role Play
Please observe the issues raised about RHIS in this role play. You will be asked to list them.
We will use that list to describe how those issues are addressed in PRISM framework and explain them
PRISM PRINCIPLES :PRISM PRINCIPLES Systems perspective
Outcome-oriented
Problem-solving
Self-regulation
Continuous improvement
Culture of information
PRISM Tools :PRISM Tools
Resulting Standards :Resulting Standards RHIS Performance
RHIS Processes
RHIS Determinants
Harmony between Performance, processes and determinants
Major Findings :Major Findings
HMN & PRISM APPLICATIONS To date :HMN & PRISM APPLICATIONS To date Africa
Uganda, South Africa, Cote d’Ivore, Senegal
Asia
China, Pakistan
Caribbean
Haiti
Latin America
PRISM & HMN: Mexico, Paraguay, Honduras, Peru and Dominican Republic
HMN: Panama, Nicaragua, El Salvador, Guatemala , Belize
Conclusions :Conclusions Use HMN framework for overview of ALL health information systems
Use PRISM framework and its tools for designing, strengthening, monitoring and evaluation of RHIS
Pearls :Pearls HIS Global Standards Application is a systemic change and all organizational members should be on board!
Improve continuously HIS processes and technical, behavioral and organizational determinants for better HIS Performance and better Health System Outcomes
