Registration of all births and death should be made compulsory at village level, through the statutory health committee formed under panchayati raj institutions. Activate the health committee at the panchayat level to monitor the health services at the village level.

मौजूदा दौर में समाज सुधार आन्दोलन आर्थिक- सामाजिक संकट के कारण 'सभ्य' समाज के घेरे से बाहार रह गए ओर फैंके जा रहे लोगों क़ि संख्या बहुत अधिक है इन्हें न तो जीवन में नागरिक परिस्थितियां मिली हैं और न ही नागरिक की अलग आत्म- छवि | इन लोगों को नवजागरण की बेहद जरूरत है | ये लोग आत्महीनता से निकल कर खुद अपने बारे में, समाज के बारे में न केवल सोच सकें बल्कि नागरिक के तौर पर अपने दावे रख सकें इसके लिए इन लोगों तक ज्ञान विज्ञानं क़ी पहुँच और सक्रिय सामाजिक भूमिका निभाने के अवसर नवजागरण के द्वारा ही पहुँच सकते हैं |

दूसरा एक बहुत बड़ा तबका युवा लड़के लड़कियों का है जिन्हें समाज का भविष्य कहा जाता है युवा लड़के आज भयंकर निराशा और आत्महीनता से गुजर रहे हैं | घरों में, गाँव में ,शिक्षण संस्थाओं में हर जगह एक घुटन है ,संवाद क़ि संस्कृति नहीं है | ये लड़के साम्राज्यवादी और प्रतिगामी ताकतों के निशाने पर हैं | एक ओर उन्हें हिंसा ,सेक्स और नशे का पैकेज दिया जा रहा है दूसरी ओर अंध राष्ट्रवाद का पाठ पढ़ाते हुए हिंसा के लिए त्यार किया जा रहा है |
