3 Summary National model developed to guide local planning for venue-specific Postal Plans, in cooperation with Fed D/A; not a turn-key capability ready for immediate deployment across the country Participation is voluntary; State, local, tribal, or territorial (SLTT) jurisdictions not required to adopt the model and adapt it into Postal Plans specific to their jurisdictions Replicable in any US metro area whose jurisdictions are willing to engage in necessary local pre-event preparations A Postal Plan augments and supplements public health MCM distribution systems such as PODs; does not replace them; cannot be activated without integration into existing SLTT plans Standing “Quick Strike” capability established through collaborative planning and deployment processes Postal Model

HHS/USPS JPE : 

7 HHS/USPS Joint Program Enterprise (JPE) has been formally established and is recognized in the Model Opportunity to enter into agreements with interested municipalities for the establishment of operational Postal Plans Details for such agreements being developed in parallel with submission of the Model (contract vs. grant, vs. some other form) Agreements would define individual and shared responsibilities of the interested municipality, HHS/ASPR, and the USPS Municipalities - coordinate city and/or State public health, local volunteer medical entities (ex. MRC), law enforcement, and emergency management USPS - ensure properly trained and equipped USPS employee volunteer pool is available; lead the joint planning effort and associated exercises HHS/ASPR - coordination across the stakeholders and administration of cost sharing mechanism between the JPE and the municipalities HHS/USPS JPE Postal Model

HHS/USPS JPE : 

8 Funding limitations will impact the number of agreements entered / deployments launched each year The Postal Model is not funded through CRI, though cities who participate in the CRI will have priority due to threat feasibility HHS/ASPR currently has a limited annual budget for deployments of the Postal Model HHS/USPS JPE Postal Model

Security : 

9 Security planning, primarily by law enforcement, is critical to development of a Postal Plan Tasked to protect the people involved in a Postal Plan activation, not the MCM Requirements must be filled by the SLTT jurisdiction developing the plan without the guarantee of additional federal law enforcement support Security Requirements: Escorts accompany each Postal Worker during Delivery (1:1) Escorts accompany each Postal Vehicle going to the RSS (1:1) Perimeter Security is provided for Delivery Units (2:1) USPIS will act as the Postal liaison with Local, State, and Federal Law Enforcement and any military resources which can muster in sufficient time to meet the activation/execution window Security Postal Model

Postal Model : 

10 Formal Activation at the federal level from the Secretary of HHS to the Postmaster General, based upon declaration of a public health emergency USPS volunteers solicited pre-event will be notified and activated One USPS carrier volunteer can deliver the equivalent of at least two normal daily mail routes Bottles of antibiotics from the SNS and an information sheet developed by local or state public health will be delivered to all residences in a set geographical area, defined in terms of ZIP Code (within a jurisdiction with a pre-existing Plan adapted from the Model) Each delivery point will receive the same number of items Operational Concept Postal Model

Postal Model : 

11 Goal is to complete Postal MCM delivery within 48 hours of the decision to deploy and distribute MCM from the Strategic National Stockpile. CDC expects to have the MCM delivered from the Strategic National Stockpile (SNS) to state RSS within 12 hours of its decision to release the MCM. The USPS expects to deliver the MCM to all the residences in a designated area within 12 hours of their arrival at the state RSS. Operational Concept Postal Model
