SCNI OBJECTIVES : 

SCNI OBJECTIVES Sports Council’s vision – “Through sport, to contribute to an inclusive, creative, competent, informed and physically active community” strategic objectives: Increased participation in sport and physical recreation Improved sporting performances Improved efficiency and effectiveness in the administration of sport

Organisational Structure : 

Organisational Structure Sports Council restructured in March 2006 to better reflect its strategic objectives: Performance Participation & Facilities Corporate Services

A new Strategy for Sport and Physical Recreation in Northern Ireland The Strategy identifies a range of targets ‘clustered’ around three discrete themes: Participation Performance Sport Places for sport

A new Strategy for Sport and Physical Recreation in Northern Ireland PREVIOUS STRATEGY: introduced a development framework for sport: Starting Well Staying Involved Striving for Excellence CURRENT DRAFT STRATEGY: Acknowledging recent developments around LTAD and building on the legacy of the previous framework, new conceptual framework proposed: Physical literacy Lifelong physical activity Performance Sport

SCNI Key Areas of Work : 

SCNI Key Areas of Work Participation and Facilities Unit Specialist staff providing and supporting solutions to problems inhibiting access to sport Policy Development – LTAD, Health, Countryside Sport, Club Dev, Community Dev, Facilities Strategy Financial investment through: Building Sport – investment in facilities that increase participation, with a focus on sports development outcomes Community Sport – investment in posts and programmes to increase participation in needy areas Facilities – Active Places database, Facilities Strategy Awards for All (A4A) – small awards programme 2012 Olympic/Paralympic Capital Fund – up to £50M for training facilities

Building Sport : 

Building Sport Capital Programme for Essential Playing/Changing Facilities New build or Improvements (not maintenance) Large items of equipment Time bound employment of multi-sports development officer in relation to priority areas/groups Maximum Capital Award: Normally £600K No Closing Dates £4/5M per annum total budget Will need revision in light of new strategy for Sport and Facilities Strategy

Community Sport : 

Community Sport Targeting ‘Those who traditionally have not participated’ Two investment programmes Community Sport Programme (3yr Awards) - BIG Sport In Our Community (4yr Awards) – SCNI Lottery Both Programmes now closed – Total investment £6.5M to 2010 Priority Themes Developing Physical Literacy Increased Participation Among Sedentary Groups More Opportunities For People With a Disability Governing Bodies Key Delivery Agent for Community Sport e.g. Coach Training & Accreditation, Grass Roots Programmes Future Investment in Sport – RPA Context Opportunity

Active Places Database : 

Active Places Database Currently under development A GIS, web based interactive database Covering all major sports facilities in NI (e.g. halls, courts, pools, pitches) Information contributing to a new facilities strategy for NI

Awards for All (A4A) : 

Awards for All (A4A) Up to £10,000 in any 12 months Only one live Award at any time Joint programme with HLF, ACNI + BLF SCNI can fund: Coaching Coach Development Start up costs for new sporting organisations Equipment Minor works Events Planning costs re larger Capital Projects Information online at: www.awardsforall.org.uk

2012 Olympic/Paralympic Capital Programme : 

2012 Olympic/Paralympic Capital Programme Up to £50M Announced by Minister in March 06 Competition lead by DCAL and supported by SCNI and SIB Two rounds of competition 50M Swimming Pool Other Olympic/Paralympic Facilities Each Competition in 2 Stages Stage 1 – Expression of interest + initial assessment Stage 2 – Full business case appraisal assessed for those short listed at Stage 1

Key Areas of Work : 

Key Areas of Work Performance Unit Specialist staff providing and supporting solutions to problems inhibiting successful sporting performance Policy Development – talent identification and development, coaching, sports science/medicine, equity and ethics. Financial investment through: Governing Body Development Plans Sports Institute Northern Ireland Athlete Support Programme Events Targeted Funding for Major Field Sports

Governing Body Development Plans : 

Governing Body Development Plans Targeting the implementation of 3 year governing body plans. Programme now closed – 33 awards with a total investment £4M to 2009 (Requests totalled over £13M). Priority Themes: improving standards of performance by Northern Ireland athletes ensuring Professional, Accountable Governing Bodies of Sport 20 new posts: Business Development & performance coaching Current focus on monitoring impact Future Investment in Governing body plans due for period 2009 – 2013.

Athlete Support Programme : 

Athlete Support Programme “assisting Northern Ireland’s most talented able-bodied and disabled sportspeople to perform successfully in international competition” Maximum award (per annum) Individuals: Gold - £15,000; Silver - £6,000 Squads: Gold - £25,000; Silver - £10,000 3 closing dates each year £600k maximum annual budget – both sports costs/living costs awards SCNI will work with Governing Bodies of Sport to agree minimum performance standards for entry into Programme Gold athletes; priority to SINI

Sports Institute Northern Ireland : 

Sports Institute Northern Ireland In Partnership with University of Ulster 4 core sports Rugby Gaelic Football Athletics Hockey Over 30 individual athletes from a variety of other sports e.g. sailing, gymnastics, cricket, cycling Capital developments include: Various pitches Indoor athletics Indoor hall for outdoor sports Strength and conditioning Sports science area Revenue support includes: High performance coaches Physiotherapy Lifestyle support Sports Science

Events : 

Events “to assist with the bidding for and running of sports events in Northern Ireland” Eligible events must have the approval or support of relevant SCNI recognised Governing Body of Sport One-off events will be given priority No maximum award level No closing dates £600,000 maximum annual budget

Targeted Funding for Major Field Sports : 

Targeted Funding for Major Field Sports Funding made available by DCAL for specific activities: Soccer Strategy Stadia Safety Programme Rugby and GAA strategic developments
