They are in the midst of vision and reach of the enemy. And for them the enemy is hard to see in the mountains.

The enemy comes and goes whenever it wants.

There is no place to hide or run to.

The ambush position has to dissapear. : 

The ambush position has to dissapear. One can kill millions of enemies, but people that live in ambushes will always atract criminals, be robbed, manipulated, suppressed, and so on. Because they can not defend theirselves.

The enemy can go anywhere because the mountains change height fluently. There are not enough ‘cliffs’to stop the travelling enemy.

If we would create ‘cliffs’ at the sides of the mountains, it is not possible to reach the villages and rivers from the mountains.

If you want to lead a country, you want to be sure you won’t be killed, just because of that leadership. A 100 % safe place must be present/created to fulfill leadership from. So that someone dares to take the position.

If one creates a complete mountain with ‘cliffs’ on all the sides, one has created such a save place. It wil be like a high island.

One step further, citys can be created this way, and connected.
