Problem : 

Problem Studies were conducted by the CAR/SAM Planning and Implementation Group (GREPECAS) to identify causes of ATS incidents and accidents in the CAR/SAM Regions. The most prominent deficiency noted was the unsatisfactory use of approved Aeronautical Phraseology by Air Traffic Controllers and Pilots. As a result, the GREPECAS concluded that structural measures needed to be taken in order to resolve phraseology deficiencies.

Solution : 

Solution Minimize ATS incidents and accidents related to the improper use of approved Aeronautical Phraseology under the implementation of a Project to assist States/Territories/International Organizations of the CAR/SAM Regions in improving the use of approved Aeronautical Phraseology through the establishment of ATS Quality Assurance Programmes

Objective and Scope of the Project : 

Objective and Scope of the Project Recognizing that the absence of an adequate Quality Assurance Program in ATS facilities in the CAR/SAM Regions could have significant adverse effects on the safety of international civil aviation. The objective of this project is to assist CAR/SAM States/International Organization in the implementation of ATS Quality Assurance Programmes in order to enhance the provisions of Air Traffic Services and to improve the proper use of Aeronautical Phraseology.

Objective and Scope of the Project To provide States/International Organization with the necessary tools to verify and control the quality of their ATS services based on Annex 11, PANS/ATM Doc. 4444 and the CAR/SAM Regional Guidance Material on Air Traffic Services Quality Assurance Programmes (V.1.0, November 2001).

Conclusion : 

Conclusion WHTI/GEASA/2 is requested to consider the approval of this important Project for the betterment of aviation safety in the CAR/SAM Regions.
