Premium member Presentation Transcript PPP for safe water delivery : PPP for safe water delivery Efforts made to provide safe water : Regional/ Individual Rural Water Supply Schemes including Narmada-based huge water supply project network Development of local water sources and rain water harvesting and recharging – Positive impact with improvement in quality as well as quantity of water. As a last option, initiated use of modern technology such as RO Systems Efforts made to provide safe water Annual Rate Contract of RO System : To fix annual rate contract, e-tendering was taken up by WASMO for 52 categories. A pre-bid meeting was convened in which 25 representatives from RO participated and discussed on important issues. 9 firms have submitted their offers. 3 firms stood lowest one in all 52 categories. Agreements for Rate Contract (RC) with three firms have been done for the year 2007 – 08. Annual Rate Contract of RO System Supplier: Scope of Work : The supplier has to supply, install, commission, operate and maintain the RO system for one year. i.e. In 1st year the operation and maintenance cost shall be borne by the supplier for which he has already quoted separately in the bid. The supplier has to ensure regular supply of treated water as per the agreement. The supplier has to maintain quality of treated water as prescribed and quality is subject to regular testing. The supplier has to provide a yearly comprehensive service contract of RO system for 2nd and 3rd year as per the rates quoted. The offer includes all the possible expenses towards spares, consumables and repairing / reconditioning if any required. Supplier: Scope of Work Pani Samiti: Scope of Work : Pani Samiti shall provide: Required land for setting up of RO plant Arrangement for RO housing. Power supply at one point in RO plant room. Power supply charges shall be borne by Pani Samiti during trial run, O&M of first year and comprehensive service contract for second and third year. Raw water in required quantity. Raw water tank Product water tank Pani Samiti: Scope of Work Cost Sharing Pattern of RO System : Cost Sharing Pattern of RO System Rates of RO Plants with O&M and Service Contract: TDS : 2000 - 4000 : Rates of RO Plants with O&M and Service Contract: TDS : 2000 - 4000 Schedule of Payment : Schedule of Payment Contract for installation of RO system on BOOT basis in rural areas of Gujarat : Contract for installation of RO system on BOOT basis in rural areas of Gujarat WASMO shall facilitate VWSC to demand such facility and shall play a role of regulator so that optimum benefits are derived by the communities. The firm shall fulfill demand of treated water of village community The firm shall make capital investment and shall maintain and operate the plant including salary of the operator Quality of treated water shall be maintained as per BIS VWSC shall provide raw water, electricity and space for plant VWSC shall pay for treated water (7 paisa to 9n paisa per litre) If firm pays electricity bill rate for treated water will be raised by 1 paise per litre Roles and responsibilities : Roles and responsibilities FIRM: The firm shall provide, install and operate RO with UV including storage facility for raw and treated water The firm shall bear all taxes, duties, octroi and insurance or any other charges including charges for transportation of plant equipments and personnel levied for the purpose The firm at their own cost shall arrange for supply of treated water to community at plant site. If mutually agreed door to door service may be provided. The firm shall maintain proper accounts of sale, income and expenditure and shall be subject to inspection of WASMO.
