El Paso County 2002 Water Report Drill strategic wells in the basin and distribute the water with new pipelines to the areas in need of the water. Construct a reservoir system to inventory the water. Implement a series of development fees for users to purchase trans-basin water rights. Be annexed by a city.

Summary Growth in the Tri Lakes area has significantly outpaced Colorado Springs Retail is overbuilt for resident population The local economy is exiting the recession Retail success depends on “injections” PPACG projections to 2020 point to additional growth Water resources may be a constraint to future growth Diversification is needed to avert economic problems
