Slide 1:1 MISSISSIPPI COTTAGE PROGRAM EXPANSION ALTERNATIVES Prepared by Jorge Quintero FEMA Long Term Community Recovery Biloxi, MS Presented at AHPP Conference Mobile, Alabama 02-03-09

Slide 2:2 MISSISSIPPI COTTAGE PROGRAM EXPANSION ALTERNATIVES ORIGINAL 2BR- 1BA MS COTTAGE 728 SF 14’ X 57’-10” Overall Dimensions 5:12 Roof Pitch ORIGINAL 3BR- 1BA MS COTTAGE 840 SF 14’ X 65’-10” Overall Dimensions 5:12 Roof Pitch ORIGINAL 1BR- 1BA PARK MODEL 387 SF 11’- 4” X 40’-0” Overall Dimensions 7:12 Roof Pitch

Slide 3:3 MISSISSIPPI COTTAGE PROGRAM EXPANSION ALTERNATIVES Project Goals: Enhance the long-term livability of the cottages Enhance the curb appeal of the cottages in the context of the neighborhoods where they are located

Slide 4:4 MISSISSIPPI COTTAGE PROGRAM EXPANSION ALTERNATIVES Dual modules: One module expands the front living area and one adds an additional bedroom and bath. Single module: Expands the front living space and widens the façade of the cottages to be more compatible with surrounding homes. Combinations: Two Park Models or two MS Cottages combined to create both single family and duplex dwellings

Slide 5:5 MISSISSIPPI COTTAGE PROGRAM EXPANSION ALTERNATIVES 2br-1ba, 947 SF Single-Family home (single module addition) 3br-2ba, 1176 SF Single-Family home (dual module additions) 2br-2ba, 880 SF Single-Family home created by combining 2 Park Models. A similar single family version or a duplex could be created by combining two MS Cottages.

Slide 46:46 FEMA ALTERNATIVE HOUSING CONSIDERATIONS FOR FUTURE ALTERNATIVE HOUSING

Slide 47:47 FEMA ALTERNATIVE HOUSING RECOMMENDATIONS From the onset of a disaster: Prepare engineered drawings for expansion options as part of the project budget Seek public-private partnerships for initial placement of disaster units to facilitate their ultimate permanent placement upon the same property Build models of expanded permanent cottages to garner community support for permanent placement Incorporate pre-framed openings and mechanical stub-outs to simplify expansion Maintain the same roof pitch across modules to facilitate combining models. Make Park Model HC adaptable even if not fully UFAS compliant to facilitate use as senior housing.

Slide 48:48 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES Consider an alternative Park Model that is less a scaled down version of a single-wide mobile home and more like a compact hotel studio suite that will accept full sized bedroom furniture. This will facilitate utilizing it as an expansion module for a larger module Consider constructing units with a flat roof and/or without a front porch in a manner that a pitched roof and porch could be added later. This would result is initial cost savings, greater flexibility for expansion and a greater variety of porch and roof styles once the units become permanent. Consider constructing a portion of the modular units with mirror imaged floor plans to facilitate combining modules to create permanent duplexes

Slide 49:49 FEMA ALTERNATIVE HOUSING FUTURE DESIGN OPTIONS 2 BR 1 BA MODULE Specific recommendations: Relocate washer/dryer to hall closet instead of in the open hall Reconfigure handicapped accessible bath to allow access directly from master bedroom Relocate rear door to allow potential future use as a duplex (requires mirror imaged floor plans for a portion of the units)

Slide 50:50 FEMA ALTERNATIVE HOUSING FUTURE DESIGN OPTIONS 2 BR 1 BA DUPLEX 758 SF each More efficient use of land and infrastructure Excellent product for affordable and senior housing

Slide 51:51

Slide 52:52

Slide 53:53 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES FLAT ROOF MODULE Lower initial cost Initial utilitarian design clearly understood to be temporary unless expanded and re-roofed. Generates less of a false sense of permanency. Creates building blocks for future long-term housing

Slide 54:54 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES FLAT ROOF MODULE Box-like structures with pre-framed door openings facilitate future expansion/combination Parapet designed to support future pitched roof of 7 in 12 or greater Modules can be conventionally framed or built with Structural Insulated Panels (SIPS)

Slide 55:55 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES FLAT ROOF MODULE PERMANENT INSTALLATION Offers potential for much greater architectural variety by constructing the permanent roof and porch at a later stage. Pitched roofs can be factory built or built with volunteer labor.

Slide 56:56 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES FLAT ROOF MODULE Advantages: Without the pitched roof initially, modules with higher ceilings and transom windows can still be easily transported Taller facades enhance the exterior building proportions

Slide 57:57 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES FLAT ROOF MODULE Provides opportunity for affordable housing organizations to leverage federal investment by converting the modules into permanent housing that is indistinguishable from conventional housing.

Slide 58:58 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES FLAT ROOF MODULE Modular approvals would be applied for predicated on the expansion and the addition of a pitched roof within a specified period of time

Slide 63:63 FEMA ALTERNATIVE HOUSING FUTURE MODULE ALTERNATIVES 1 BR 1 BA STUDIO SUITE FLAT ROOF MODULE 313 SF Plus Porch 14’ X 28’-2.25” O.A. Larger than a FEMA trailer (240 SF) but smaller than the current Park Model (387 SF). Open plan similar to extended-stay hotel studio suites Standard room dimensions accepts conventional bedroom furniture.
